I believe 'Kishibe Rohan Goes to Gucci' is a parallel world, so he is not the same person as the one in JoJo's Bizarre Adventure Part 4. Their reasons for awakening their Stands are different, making it even more impossible for them to be the same person.
Everyone, please don't spam questions like, 'Why doesn't Kishibe Rohan write XX?' because this issue exists in the original work, and a Stand has its limits. So, when I don't write that Kishibe Rohan can XX, the default is that he cannot XX. JOJO's interesting Stand Abilities are varied, and the plot is engaging. There's no need to nitpick the settings; that's truly meaningless and boring, and it pollutes the reading environment.
