Fury redirected his gaze to the battlefield in Manhattan.
The Avengers were almost at their limit.
That damned portal was still continuously supplying troops.
He needed more power.
He needed a trump card to break the stalemate.

This thought again uncontrollably rose from the depths of his heart.
Transport that big guy from the isolated island and airdrop him directly into the center of the battlefield.
His destructive power was definitely no less than Hulk's.
Two big guys would be enough to throw the Chitauri's ground forces into utter chaos.

Fury could almost foresee that once Abomination appeared on the streets of New York, General Ross would immediately turn his guns, even attacking S.H.I.E.L.D. directly on the battlefield if necessary.
And who could guarantee that Abomination would obediently attack the aliens?
What if he and Hulk started fighting first?
That wouldn't be saving New York; that would be demolishing New York.
No, the risk was too high, uncontrollable.
Fury rubbed his temples in frustration.
Directly order William to participate in the war?
Don't be ridiculous.
That guy would definitely seize the opportunity to demand an exorbitant "appearance fee" that would bankrupt S.H.I.E.L.D.
And he was sure William would have a thousand reasons to refuse.
He had to find a way to drag him into it.
To make him willingly and actively commit his power to this war.
Fury's single eye slowly moved across the tactical screen, finally settling on two inconspicuous profile pictures.
Tyrone Johnson.
Tandy Bowen.
Cloak and Dagger.
Those two young super-powered individuals with immense potential under William's command.
They were also the "assets" he had invested the most effort and resources into so far.
According to intelligence, although these two children were nominally William's employees, they still retained the sense of justice and hero complex unique to young people.
A plan quickly formed in Fury's mind.
He couldn't directly turn them against William; that would completely infuriate William.
But he could... guide them.
"Hill." Fury spoke.
"Yes, sir."
"Send Agent 13 to St. Patrick's Cathedral."
Fury's voice sounded calm and unruffled, but Hill, who knew him well, knew that the Director was about to start scheming again.
"Tell her that S.H.I.E.L.D. needs help. New York needs heroes."
"Have her 'casually' reveal the situation in Manhattan to those two children."
"Remember, we are not recruiting; we are... requesting assistance."
Hill paused, then understood Fury's intention.
This was an open conspiracy.
Using the children's sense of justice to lead them into the meat grinder of the Manhattan battlefield.
Once they were in danger, would William Rodriguez, who treasured them as assets, be able to sit still?
"I understand, sir."
Hill nodded.
Fury looked at the continuously expanding portal on the screen, a cold glint flashing in his single eye.
"William," he murmured to himself, "let me see how much your 'insurance business' can truly compensate this World."
