Sora didn't expect such a major event to happen on such an ordinary night.
Although he had actually considered whether to do it all at once—if he got rid of Yanagi Danzō, he could dominate the structural adjustment.
But he didn't expect Sōsuke Aizen to act so quickly. They had just finished talking about the structural adjustment during the day, and by night, he went and took Yanagi Danzō out.

Sora first rejected the proposal to split the 'Maggots' Nest'.
The geographical location of the 'Maggots' Nest' was special. It was in the hinterland of the 2nd Division and the Shihōin family.
If the 'Maggots' Nest' were to be split, it would mean allowing other divisions to insert personnel into the territory of the 2nd Division and the Shihōin family. This was unacceptable to them.
"The Onmitsukidō possesses years of accumulated intelligence experience and a complete intelligence personnel training system. It is also inappropriate to hand over intelligence work completely to the 8th Division."
Yoruichi Shihōin added.
"Our Corps of Guards is fine managing the Great Central Underground Prison. Let's leave the 'Maggots' Nest' to the 2nd Division."

"Has the 8th Division become a civilian department?"

"Captains, you should have finished reading. Let's start voting now."
After everyone finished reading the new proposal, "Yanagi Danzō" initiated the vote.
Just as Love Aikawa intended to be the first to vote in support, the members of the Katori Style expressed their agreement one after another.
"This proposal is very reasonable. The 12th Division agrees to the adjustment."
"The 2nd Division also agrees to the adjustment."
"The 3rd Division is the same."
"The 5th Division agrees to the adjustment."
"The 9th Division..."
"The 10th Division..."
Kyōraku Shunsui and Jūshirō Ukitake looked at each other, feeling that things were going a bit too smoothly.
However, seeing that everyone in the Katori lineage agreed, they also voted in favor:
