In other words, this Magic Card neither selects the opponent's Monster on the field as an effect target, nor does its effect impact the opponent's Monsters on the field. The effect text of this card clearly states, "The opponent must send a Monster meeting the declared attributes to the graveyard," targeting the opponent rather than the Monsters on the field.
Regardless of whether it cannot become an effect target or is unaffected by the effect, Monsters can be resolved by this Magic Card, making it nearly invincible for field clearing.
