He wasn't foolish. Although the ice dragon's attack range was large, hitting Mokgetsu, who had Flying Thunder God, was still too difficult; instead of targeting Mokgetsu, it was better to smash it toward Kakashi and force Mokgetsu to confront his ice dragon head-on.
