Uchiha Itachi, who wasn't asleep yet, was very happy to see Shisui's arrival.
Yet, to Itachi's dismay, Shisui spoke only a few words before heading to the study with Uchiha Fugaku.
"We must make the Third Hokage feel our genuine desire for reform." Shisui said.
The Police Squad was a pit left to the Uchiha by the Second Hokage.
But after thorough research and guidance from Mokgetsu, Shisui discovered the Second Hokage didn't intend to utterly doom the Uchiha.
Otherwise, if the Second Hokage really wanted to suppress the Uchiha completely, there could've been much simpler and more brutal methods, as he was even more assertive than the Third Hokage during his tenure.
Since the Second Hokage himself didn't intend to completely suppress the Uchiha, would his disciples have such intentions?
Regarding the Second Hokage's other disciples, Shisui can't say for sure, but from what he understands, Sarutobi Hiruzen likely does not have such intentions.
Because despite him and Obito both being Uchiha, Sarutobi Hiruzen hasn't shown any signs of oppression.

"Because I'm already a Jonin, and Itachi is still a child. Children need to sleep early to grow tall," Shisui said with a smile, patting Uchiha Itachi's head.
Uchiha Itachi said nothing, quietly watching Shisui.
