Hoshigaki Kisame was taken aback. Was this young man so arrogant? With Kirigakure so internally chaotic, he dared claim he would become the Fourth Mizukage?

"However, Jonin Kisame, why did you order the retreat?"

Hoshigaki Kisame looked back towards the side of the noble estates, a lingering fear in his voice. "Several Sunagakure Anbu arrived. One among them was extremely powerful.
