CHAPTER SIXTY-TWO: ABOUT HOUSE WEASLEY

SUNDAY, AUGUST 11th, 1996 – The Burrow, Ottery St. Catchpole, Devon, U.K.

Percy Weasley had managed to purchase a decent new wand just earlier that day. His first true wand had been snapped by Harry Potter only a couple of days earlier when Potter had come to assassinate Dolores Umbridge and knock off a couple of Death Eaters as well. The more Percy thought about it, the more he realized that in addition to being a fortunate survivor of the attack, maybe the Ministry was beyond salvation. Percy was always about rules and knew damn well that the Ministry which made them followed them only when it was convenient.

It pissed him off. So much of this world his mother worshiped pissed him off. The more he thought about it, the more his formerly 'misguided' father seemed to be the most reasonable magical there was. He had been the perfect little Pureblood. Winning a card game at age sixteen, he bought a nice and unsoiled Muggle Born witch whom he fancied as a Concubine. Damn it if he didn't all but fall for her! He lost a game big recently and was forced to sell her. Now that he thought about it, it was so wrong. Were he a man, she'd never have had to been what she was. But he bought into his mother's thinking. Muggle Borns were not us, she said. Dumbledore was apparently of the same mind. He had broke with his mother and Dumbledore over this and sided with the supposedly reliable opposition in government. It turned out, they were no better. Penny was just another whore in their opinion.

Part of him knew this was not true. He might not truly love Penny, but she was no whore! Okay, fine! He whored her out on occasion for his own advancement. That was his own damn fault! She didn't deserve it! It took the executions he witnessed for him to see the light. Pureblood was nonsense. He lost Penny, but would not lose his life in this mess.

Dumbledore had managed to "convince" him to come to his family home to "discuss" what had happened at the Ministry. Percy was certain he was under the wrong kind of magic. He wanted nothing to do with his mother ever again. Bill and Charlie had bolted overseas to get away from her and had he not gotten that now gods forsaken job with the Ministry, he might have too. He now knew he was shot of this place. His dad and brothers, those he respected, bolted. He would too. But this damned magic had brought him here and all but forced him to tell Dumbledore what he witnessed at the Ministry. Fortunately, it did not require him to either surrender his wand or express his opinion… yet.

"What does this mean, Professor?" Molly asked after hearing her son Percy's tale of the killings at the Ministry.

"Bloody bastard thinks he's above the law," Ron noted.

"Harry's gone Dark, I'm afraid," Dumbledore said. "Co-opted the rest of your family as well it seems, Molly. Should have seen it at the Will reading when he destroyed you marriage."

"D-dark?" Molly asked. "Arthur and I had problems, but Dark?"

"Killed three people for no reason," Dumbledore began.

"No reason?" Percy asked angrily, "no reason? The Bitch all but declared war on his country! Tried to kill him at the very least! The other bastards were marked Death Eaters! They're cold blooded killers! No reason?"

"You exaggerate, young Percival," Dumbledore said calmly, "but to kill…"

"Rabid animals they are!" Percy shot back.

"Percy!" his mother scolded to no effect.

Percy saw movement from Dumbledore.

"Accio wands," he said waiving his own. Four wands were in his hand in a second. Deep down he was relieved. Dumbledore was a frightfully powerful wizard and it seemed he caught the old bastard off guard since two of the wands had to be his. Percy snapped all four.

"As Lord Potter says," Percy sneered, "you Pureblood lot are unworthy of magic! I'm out of here!" With that there was a "Pop" as he disapparated away.

"Albus?" Molly asked.

There was no reply. Ablus stared at the broken remains of his true wand and the supposedly unbeatable Elder Wand. Percy had destroyed them both.

"Er - um - Professor?" Ron asked. "Seems my bitch ran off. Can I have another?"

Dumbledore glared at the younger Weasley.

SATURDAY, AUGUST 10th, 1996 - Calais, France.

Percy's second apparition jump was supposed to be the middle of nowhere in France. To his surprise, he wound up in a short queue. He reached the front of the line in a few minutes.

"English?" the man asked.

Percy nodded.

"Magical, no doubt," the man said. "Passport?"

"Er…""I see. Your reason for magical travel to France?"

"Er… I request transport to Charenwell. If that is not possible, political asylum."

A wand came out and a voice called out what sounded like "Legilimens!"

A few minutes later, Percy Weasley was welcomed to France.

SATURDAY, AUGUST 10th, 1996 - Mistress Agnes Hospital, Pottersport, Charenwell.

For Vernon Dursley, things had been looking up. The Grunnings Plant was coming along nicely and might well be producing in the next month or so, well ahead of the company schedule. More important in his mind was he and his wife were starting to get along with the locals. Okay, fine! They were magicals! But unlike home, these ones were not total freaks!. They dressed normal and talked normal and knew and used normal things. Petunia had made friends with some local women, all of whom were witches, and didn't seem to mind.

In Vernon's case it was golf. As Plant Manager for the new Gunnings Plant, he got invited out to chase the ball and such. He found his new golf partners were all magical and that there was a rule: no magic in golf. It was bad form to hex a ball and such. Same with darts and billiards at the pubs, it seemed. There was magic everywhere here, but no "freaks" as Vernon thought. His wife had made friends with some neighbors and they went shopping and such or sat about the outdoor cafes having tea, coffee and reading and such. Vernon was not the anti-magical bigot of a few short weeks ago. He was in a society that neither looked down on non-magicals nor acted like the freaks he had seen in Britain. These lot were mostly normal!

His own Dudley had found Clara. A lovely young women, Vernon thought even if she was a witch by definition. True, he was still a bit put off that he and Petunia were not at the "engagement" party, but Dudley did bring them around to meet the potential "in laws" and despite magic, they seemed a quite normal bunch. Clara was quite the girl, in Vernon's opinion. As the weeks had passed, both he and Petunia were losing their aversion to magic. These were, after all, normal people. They just had some strange gifts is all and they didn't hold that bit out.

Not like the magical freaks in Britain, Vernon added.

Yet, what had happened? He was playing a round with some new friends last he remembered and here he was now in hospital!

"Good afternoon, Mr. Dursley," A man said who, upon close inspection by Vernon, looked just like a Doctor with lab coat and a stethoscope and all the kit. Vernon saw Petunia was seated next to him and a female "doctor" type was standing with the male one. "I'm Healer David Connery," the man said. "You're here, at first, because you had a -erm - mild cardio infarction, a small heart attack if you will, Sir."

"Heart attach? I'm only forty-five!" Vernon protested.

"And morbidly obese," Healer Connery said. "We'll work on that bit. It's gonna be a long term thing, but we'll work that bit, no worries there. My colleague, Dr. Grant is here because we believe your condition has far less to do with you weight than magical interference."

"Magical what?"

"Until very recently, you and your wife lived in Britain, yes?"

"Er - yes - why is that relevant?" Vernon asked.

"When you arrived we ran standard checks. This includes checks for potions. By and large, we almost never find evidence of that given how illegal it is here. But… I regret, Mr. Dursley, your system is … er … you had been dosed regularly with them. Compulsion potions, they were designed to make you hateful and violent…"

"Shit! Harry! How long? How long have these potions…?"

"Think back," the woman doctor looking type said, "did you two always hate Harry?"

"No," Petunia said. "Not really. He and Dudley got along famously at first, much to our dismay."

"Couple of trouble makers, even before they could walk," Vernon added. "Now that I think about it, I … I really don't know why I was so hard on Harry. He and Dudley were once best mates, as mischievous as they were then. Laughed myself silly with some of their antics, then it all went … I don't know, dark somehow."

"The two of them are starting to get that way again," Petunia offered.

"Potions, you said," Vernon added. "What kind?"

"They're being flushed out of you. They may have led you to your heart attack, we don't know. But can I ask you two a personal question? Healer Connery said.

"What?" Vernon asked.

"You two had a son," the Healer said, "did you not want another child of your own?"

"Of course we did!" Vernon shot out.

Petunia nodded. "We tried," she said. "Nothing worked."

"Ooops." the lady Healer said.

"Ooops?" Petunia and Vernon asked.

"Mallory Grant," the woman said, "Healer and Board Certified OBGYN. We suspected the bastard who potioned you two used one that would - er - keep you from having children. Apparently, being off the potion and being here…"

"What are you saying?" Vernon asked.

"Your wife is expecting," Mallory replied. "Two little girls, two magical babies."

"T-two," Petunia began.

"M-magicals?" Vernon finished.

"Quite," Mallory nodded. "I am certain of it. Can't say why. But there you go. Vernon? Get healthy. You got two little girls who will need you. Petunia?"

"Yes?" Petunia responded nervously.

"My job is to help you and your little ones. I expect to see you every couple of weeks from here on out."

Petunia nodded then turned to her husband. "Babies," she said with a smile.

Vernon's smile almost hurt, "yes, Pet, two little ones."

"Magical…" Petunia began.

"Pity Dudley wasn't" Vernon said. "They are our children. Magical or not, they are ours."

"We should tell Dudley," Petunia said.

Vernon nodded. "And, assuming he and Clara are a permanent thing, we should support them."

"We should," Petunia said. "He's our son, after all and she's a good girl."

"She is indeed," Vernon said. "May our daughters one day do as well, though I doubt I'll be as kind 'bout it as the Jaspers," Vernon laughed. "Far too accepting in a way," Vernon added. "At least for a daughter. A daughter, Petunia! Two of them!"

"I know love."

"I'm getting healthy, Pet! For you and for them! I'm not gonna snuff it before they both make me a granddad! Maybe not even then!"

"And maybe one day, we'll see Harry again," Petunia said.

"Maybe," Vernon replied. "We know Dudley does. Maybe, Pet."

"I'd like him to know these two," Petunia said rubbing her still flat tummy.

"He's family," Vernon replied. "God knows he may have granted us this miracle. He should know his miracle cousins, no?"

"He should," Petunia said with a smile, not yet knowing that her "Doctor" Mallory was one of Harry's wives…

SATURDAY, AUGUST 10th, 1996 – Potter Manor, Charenwell.

Following the large meeting, Arthur and Poppy were invited for a more private chat by Ginny and their sons. Aside from Ginny, only the other Consorts were present mainly to keep the confusion and crowd to a minimum. The chat was essentially a continuation of the discussion of the bonds that Arthur and Poppy had been having practically since they arrived, although now they were having it from different perspectives, namely that of their sons and their sons' Consorts. The truth was the bonds were amazingly complex in a lot of ways. Ginny gave them copies of the self updating book on the bonds Hermione and many others now had been writing. They were told it was probably already the most comprehensive and accurate work on the subject in the English language and possibly in Europe and the only one they were aware of that examined the bonds from the standpoint of the bondeds' experience – all the published works they were aware of being authored by wizards (well, all that claimed to be a factual analysis as opposed to a romance novel at any rate) – but despite it being over four hundred pages already, it was still a work in progress.

"Each bond is different," Ginny said. "And I don't just mean Consorts being different than Concubines or Love Bonded Concubines."

Bill nodded. "My bond and relationship with Fleur, for example, is different than Fred's with Alicia, George's with Angelina, Charlie's with Tatiana or even Harry's with either Hermione or Luna even though the magical nature of the Bond is the same."

"Why?" Poppy asked. "Doesn't the magic make it the same?"

"Common belief but false," Alicia said.

"I am not Alicia," Fleur added. "The bond does not really change us into different people. We don't forget our pasts. I am still Fleur, part Veela and French by upbringing."

"And the oldest daughter of the French Minister for Magic," Bill added.

"Angelina and I are still English born Muggle Borns," Alicia said.

"Each of us has at least one pair of sisters," George said. "Two even. My relationship with Shelly and Georgina is different, for example. I've been with Shelly far longer for one. They are twins, but not identical so it's different. They are different people after all."

"Mary and Patsy are two of mine," Fred said. "They are identical twins, but they are different people and the bonds do not change that."

George chuckled. "Bro, they're really different. We're more…"

"… identical than they are. Mary and Patsy have noted Forge and I are probably really two guys with one brain…"

"… or is it two brains with one guy?"

"The bonds do not cause us to lose our identities or sense of self," Ginny said. "Even those of us who were Concubines before and were all that I feared I could have been before coming here, they never truly lost their sense of self. That bond state merely suppressed it. Giving them – and me for that matter – and 'open' bond allows us to be ourselves to a large extent."

"The real question in my mind is why most of you love bonded so quickly," Angelina said. "I mean despite how you came to be bonded, you did so with Harry in a day."

"I would have done so that night, if he let me," Ginny said. "It depends on the girl, really. Some of the former ones and younger ones take longer to reach that point."

"Still… what's the longest? A week? Ten days?"

"Hermione thinks the Coven magic is a major factor," Ginny said. "It's mentioned in a recent update as a possibility supported by observation of our situations, but can't be truly proven except by noting that the references to other Concubines in House Potter – aside from known Covens – did not take that bond as quickly. Minerva, for example, took two or three years to take that step with Charlus even though she was offered the possibility the day she was first bonded as a concubine. She crossed that line with Harry in as many days."

"What causes a Coven to form?" Poppy asked.

"Don't know exactly," Ginny said. "Padma and Parvati hope the books from India say something. We think it has a lot to do with the collective magic of the 'open' bonds. For example, we think Harry's coven formed the day the first of his witches Love Bonded with him. All of the others have found that step easy, much easier than it probably should have been. He and Hermione were scary powerful even then and Harry's magic was bound."

"What?" Arthur and Poppy asked.

"I'm sure I would have noticed," Poppy added. "Goodness knows how many times I examined him."

"Goodness knows how many times Dumbledore obliviated you," Ginny added. "We know he made a habit of that with Harry and anyone else who began to act in a way that might interfere with his plans for Harry. We're pretty sure he bound Harry's magic. Mad-eye is certain, but didn't witness it personally. Harry's off the charts powerful now that his magic is unbound. He's still learning how not to blow up the place with simple spells.

"Anyway, Hermione's theory is that a Coven forms when there is a sufficient magical potential in a plural 'open' bond between a wizard and two or more witches. The specific number of witches is a factor of their collective magic. Once that point is reached, almost any other witch who is offered – er – admission to the bond is drawn to it and will accept it. In the case of Harry, Fiona held out for five days – and that's how she describes it. The last three days it was all she could do not to love bond with him. She says it was to prove to herself she could again exercise free will – that and she wanted to be the record stubborn one.

"Mallory, who looks at the bonds from a Healer's perspective, agrees that the magical potential is a factor, but not the only one. She specializes in witches' reproductive health after all. It's known that women and men are attracted to each other in part due to a subconscious evaluation of mating potential. True that is not the only factor, but it is at least a small part of the equation. This is regardless of magic. In magicals, the magical power is also a factor in such attraction. Witches subconsciously find magically powerful wizards attractive, although we do not necessarily act on that. We still are more apt to listen to our conscious thoughts than give in to such impulses. Still, a magically powerful wizard is more likely to father magically healthy children than a borderline squib and subconsciously we may sense that. We do know that a Coven bond amplifies the collective magic. The journals we have consulted show that Covens in particular result in a far higher number of magically powerful and healthy babies than average and there's no record of any Squibs from such a bond. There also appears to be a much, much lower infant mortality rate or history of miscarriages at least due to magical or other health issues."

"So what's with Concubines then?" Poppy asked. "Why do we have them and not Covens as the latter seems healthier for the magical population."

"The Potter Archives show us that the Concubine Bond was created a long time ago because there were far more witches than wizards for some reason and, at that time, it was believed that witches should 'marry' wizards to ensure the continuation of the magical race rather than marry Muggles and possibly end that magical line potential. The Bond was supposed to make a plural marriage easier by suppressing the ability of the witch to reject the wizard. The problem was the initial stage can be abused too easily and wizards, being berks by nature…"

"Hey!" Fred and George protested.

"… found it easier or whatever to just keep them as slaves than as potential mates. Add to that the Pureblood nonsense that arose later and considering their opinion of Muggle Borns and such, and we have what exists in Britain: a bond designed to improve the magical race being effective used to help destroy it."

Poppy nodded. "Squibs are almost exclusively a Pureblood phenomenon and the rate of non-magical births in Pureblood marriages has been increasing each generation. You see it also in some Half Blood unions; usually those with a significant Pureblood history and the last Muggle ancestor being a Great-great grandparent. Muggle Born witches rarely have Squib children and almost all documented cases have an identifiable health issue – such as Dragon Pox during pregnancy – to explain it."

"Muggle Born wizards?" Fred asked.

"If they have children with a witch, Squibs are as rare as with Muggle Born Witches. If they have children with a Muggle? A magical child is likely, but not nearly as likely as where a Muggle Born witches has a child with a Muggle. There are those who believe the magic gene is dominant in witches and not so in wizards and statistical support for such a belief, but no true proof. It also seems stronger in lines that have a Muggle Born every three generations or so – if not every generation - than lines which rarely if ever do. Then again, that's considered heresy in Britain, even though the reputable journals from other magical countries bare it out."

"And Charenwell?" Arthur asked. "Somehow I doubt there're a lot of Muggle Borns here."

"More than you might think," Ginny said. "Mallory knows the numbers and while the number of families that can trace their magic back twenty generations or more is much higher than in Britain, there are few that have to look back more than four generations for a Muggle Born. Even then, the belief is that the ambient magic of this place is a factor as well. Despite the fact a third of our population is not Muggle Born like it is in Britain and well over half could be considered Pureblood, our Squib rate is all but non-existent."

"That seems to be a factor too," Poppy added. "Hogsmeade Valley has the highest levels of ambient magic of any permanently inhabited magical community in Britain. It also has a disproportionately high number of Pureblood – albeit not elitist type – families in any magical community, yet the only Squib born there or at Hogwarts in the last three hundred years is Argus Flitch."

"Hogwarts?" Fred asked.

"You honestly don't think with all the broom closet encounters and trysts over the ages that no young witch has ever gotten pregnant," Poppy said. "Potions reduce that possibility and the girls are on the Potion from the moment they are first menstruating if not sooner."

"We are?" Ginny asked.

"You don't honestly think the potion you all have to take when you have your monthly visitor is just for cramps, do you?" Poppy asked with a smile. "It's also put in your food just in case."

"Argh! And we eat it too?" Fred protested.

Poppy nodded. "It's harmless to wizards … unfortunately. And it's not every meal. The Welcoming Feast and every two weeks thereafter the food and pumpkin juice has a small dose. That's to catch the girls who avoid my ministrations. The problem is the potion wears off in about three weeks or so. The girls who become pregnant usually conceive during the summer hols, usually in August, mid July at the earliest."

"Does that happen often?" Arthur asked.

"Define often?" Poppy began. "Over my tenure at Hogwarts, there've been forty-two such cases; between one and two a year on average."

"But that means there would have been at least a few over our time there," George said. "Surely we'd have noticed."

"You honestly think magic can't hide that condition?" Poppy asked.

"But what about exposures?" Alicia asked. "There are spells and potions ingredients that a pregnant witch should not be exposed to!"

"All of which are not introduced until N.E.W.T. levels," Poppy said, "and you are aware how easy it is to be dropped at that level. The spells are almost all in Defense and for better or worse most of our Defense Professors have not encouraged students to do those spells. As for Potions? Professor Snape sets the bar so high few even qualify and most who do are from Slytherin. He knows which girls from that house are risky and simply does not allow them to advance. During his tenure, not one pregnant witch happened to be in his N.E.W.T. level courses, although that was probably more by luck than design."

"Surely someone knows," Ginny said. "Girls do talk to each other."

"And you have already noted Albus is quite capable with memory charms," Poppy said. "I'm dismayed to realize he may have used it on me, but I am quite aware he has used it. When we learn of a pregnancy, the girl's memories are altered. Her condition is hidden by magic not just from the rest of the school. In almost every case, the girl is unaware of her condition or later that she had a child."

"What about the families," Arthur asked.

"There was a time when they were informed," Poppy said. "That was well before my tenure. The law is generally clear that getting an underage witch pregnant requires the wizard in question to take the witch as his wife. This caused too many problems as the situations far more often involve Purebloods or magically raised children and such marriages would be without regard to existing betrothal contracts or blood status. The law has not changed. For a variety of reasons, however, the Board of Governors and Magical Education Board came up with the current system. Neither the families nor the young woman are informed of the situation to prevent the problems the law failed to address."

"And what problems were those?" Alicia asked.

"The way out of the forced marriage – death of the bride or bridegroom," Poppy said, "and that usually meant the bride."

"But that's murder!" Alicia protested. "Was it common?"

"Yes it was murder and it only took a few instances for the current system to become adopted," Poppy replied, "although I'm fairly certain the change had less to do with the crime and more to do with its effects upon the magical Aristocracy. Five Ancient and Noble Lines were legally extinguished in between 1710 and 1726."

"Legally extinguished?" a few voices asked.

"The murderer was executed," Poppy replied. "We still had that penalty back then. It was before the Ministry went to using Dementors to guard Azkaban. As the murderers where the Heads of an Ancient and Noble House, their crimes forfeited their family's historic rights to be seated in the Wizengamot and, being so unseated, they were in no position to curry political favor when the issue of paying reparations to the family of the victim was brought before that body. Old Pureblood families were wiped out financially and socially for trying to avoid the law that required their son or daughter to marry below their believed station. For all practical purposes, once powerful and respected families were reduced to a status in law and society only marginally better than that had they been born with no magical heritage at all. Needless to say, neither the murders nor the consequences were deemed acceptable, hence the current arrangement."

"I can almost understand given what happened to my ancestors around that time," Arthur said.

"Oh?" several replied.

"You're talking about Alphard Weasley, aren't you?" Ginny said.

"How…," Arthur began. "I never told this story!"

"But you did tell us you and therefore we are descended from what was once and Ancient and Noble House and Mother said that the father of the last Weasley daughter before me squandered all of that."

"Which we were led to believe meant he gambled it away or something," Bill nodded.

"How do you know this?" Arthur asked.

Ginny got up and walked over to a table nearby upon which was a very thick book. She opened it and began leafing through the pages. "This is a book not unlike the one you just got on the Bonds. It is a History of House Potter. Now this book was begun by Alice Potter, Second Concubine and Third Wife of Duke Edward the Fourth, Harry's Great-great Grandfather, but a bunch of us are trying to finish it and expand it."

"Expand it?"

"We are all Harry's wives," she smiled. "This book is all about the Potter men, specifically the Dukes and such. We're going back, editing the original – there are some mistakes – and going back through the archives to include what we can find about the wives and their contributions to this history. We have a long way to go. We know how many wives there were, at least back some forty-three generations to Dirgard Potter who died in 715. When he died his father was still Lord Potter, Lord of the Isle here. That was five hundred years before this place became Charenwell. Dirgard's son Hargred became the next Lord. Now from Dirgard through Harry's Dad, every ancestor aside from Harry's Dad had more than one wife. Each had a principal wife at law or a Consort and one or more concubines, usually a lot more. The average over those forty-three generations including Harry's oddly monogamous father is about seven wives all told. Before Harry, the most was a dozen."

"So once again Harry is unique?" Fred asked.

Ginny shrugged. "We think he's finally getting used to it. Anyway, I believe the incident Dad mentioned took place in 1724. It was the final year of the tenure of Duke Alfred III, Seventeenth Duke of Charenwell, Thirty-ninth Lord Potter and the Fifty-ninth generation of which we have archival records. Harry's the Twenty-Seventh Duke, Forty-ninth Lord and the seventieth generation."

"Bloody hell!" George said.

"Right, so…" she began reading.

In 1724, Edward Potter, destined to become Duke Edward III, was fourteen years old and a Fourth Year student at Hogwarts as had been generations of his ancestors behind him. In that year, his Great-Grandfather Alfred III still served as Duke. Edward was best friends with a classmate and fellow Slytherin…

"Yes, Potter's have been in Slytherin, although it's been a long time," Ginny commented before continuing.

… Alphard Weasley…

"And Ron would love to learn he's directly descended from Slytherins as well. Again, it's been a while."

…then second in the line of succession to become Head of the Ancient and Noble House of Weasley and Earl of Catchpole behind his father. His Grandfather Tarsus Weasley was Head of House. House Weasley attained it's nobility following the Battle of Hastings in 1066 having supported Lord Harstig Potter in favor of the claims of William Duke of Normandy to the throne of England and House Weasley had been an ally of House Potter in England ever since. House Weasley was at the height of its wealth and power within Magical Britain in 1724, holding twenty-seven votes in the Wizengamot. 

Also at Hogwarts at the time was Marcia Weasley, Alphard's younger sister, who was a year behind Alphard and Edward and a Gryffindor and Desdemona Potter, Edward's younger sister who was also a year behind her brother and in Ravenclaw. It should be noted that, as per custom, Edward's half-brothers and sisters by his father's Concubine Wives were or would attend St. George's School in London. Now, at this time it was well known in British Society that Edward was betrothed to Martha Weasley and Alphard to Desdemona. What was not widely known was that these were open contract in that the parties were not required to marry unless they chose to or were unable to find a spouse of their own choice by the prospective bride's twenty-first birthday.

The third side of this tragic triangle was the Malfoy family…

"Figures," Fred said.

… Justine Malfoy was a Slytherin a year behind Alphard. She had an older brother, also in Slytherin, who was a Sixth Year named Arcturus. They were among the surviving children of Tanus Malfoy, an inn keeper and considered a second generation magical due to the fact that his parents were not born in England. They had moved to England from France. There is some question as to how Tanus Malfoy had risen to a publican given his parents status as domestics and his own humble beginnings following school. This fact is relevant only insofar as it illustrates the social status of family Malfoy, which was at the time just above that of a "Muggle Born."

The events that were about to unfold occurred at the height of debate within Magical Britain between the Pureblood movement, which had been dominant more or less for two hundred years, and a counter movement led by certain Ancient and Noble Houses. The Purebloods argued that their status deemed them the logical leaders of society and required that they control both the Wizengamot and government. The counter- argument was that the proper leaders should be those Houses with the longest documented magical lines in Britain, without regard to who may or may not have married into those lines. The leading voice of this movement was Tarsus Weasley. House Weasley could trace its magical roots in Britain back to the Seventh Century. Admittedly, Houses Black, Longbottom, Potter and Bones were notably older, but few if any others could trace an unbroken line of magical Heads of House back to early Anglo-Saxon times. The government, Lord Weasley argued, should be the province of the families destined by magic and recognized by the realm as the rightful rulers, in other words the Magical Lords of the Realm. That a Lord might have a Muggle Born ancestor was not relevant if his magic was generations older than some 'upstart Pureblood commoner' as he often stated. Most Ancient and Noble Houses openly supported this position as they would wed their children to a Muggle Born from the Muggle Nobility over a lower status Pureblood, and to a wealthy Muggle Born before a poor Pureblood. Nobility should not be forced to associate with or bow to commoners and neither should the wealthy be forced to move aside for the poor regardless of supposed blood status. This was a major shift away from the Pureblood movement and, as Purebloods were in control of several key ministerial positions at the time, threatened the gains they had made.

Naturally, House Potter was silent. This was, in the view of the Duke (just as it had been the view of his predecessors) purely an internal, Magical British social issue which did not affect the economic interests of House Potter or Charenwell. It was well known House Potter would neither support nor oppose any side on such issues unless it somehow were to include taxes, tariffs or import duties (or their ability to attain concubines to ensure an heir and infuse Charenwell with "new blood" one day.)

"New blood?" Arthur asked.

"Lord Mayor Remus recently has conducted a census of this Country," Ginny said. "As of June 30th, the country had a population of 47,010. It's a few hundred more now that we and the concubines are here and the British Army and Royal Air Force. Of that 47,010, a little over 42,000 were magicals. Almost all those who are not came here as spouses of a Charenwell magical or their family or during the last Great Muggle War. Of the magicals born here, almost all have a Lord Potter as an ancestor if you go back far enough although Harry's closest magical relatives aside from his sister are descended from his Great-grand Aunts – second cousins. That aside, the Lords Potter have had 287 wives, most of whom had children whose descendants live here. The past Dukes brought in concubines to ensure an heir. For example, if Hermione were not having a son…"

"She's pregnant?" Arthur asked.

Ginny nodded. "Twins due in the spring. Anyway, if she for some reason fails to have a son, the first born boy of any Potter wife would become the next Duke. The rest of the children in the past would be encouraged to marry into another Charenwell family…"

"Increasing the available genetic pool," Poppy finished.

"I doubt they were thinking exactly that way a thousand years ago or so, but that's what's been going on since the Eighth Century."

Ginny continued to read.

In September of that year, not two weeks after the students had flooed in…

"This was 1724, almost a hundred and fifty years before the Hogwarts Express," Ginny added.

…the resident healer determined that Justine Malfoy was pregnant. Tanus Malfoy was informed of this development as was custom. Within days, Alphard Weasley confessed he was probably the father of the child which was confirmed magically shortly thereafter which was communicated to Mr. Malfoy, Darius Weasley (Alphard's father and Heir Apparent to House Weasley), Tarsus Weasley as head of House Weasley and, because of the betrothal between Alphard and Desdemona Potter, James Potter (Edward Potter's father and the future Duke James V) and Duke Alfred III as Head of House Potter. House Potter immediately voided the betrothal contracts with House Weasley for breach. (Edward would one day be married to Agnes Longbottom for his principal wife, although that unions was a Consort Bond rather than arranged Marriage at Law.) Mr. Malfoy demanded that Alphard immediately marry his daughter, which apparently Alphard was willing to do and was by law and custom Mr. Malfoy's right to request by Seduction. He also demanded a dowry be posted, again his right by law and custom. The amount, however, was 25,000G, which was more than seven times his net worth and could not be justified under the law as a dowry under such circumstances was to compensate him for the loss of her value as labor and/or potential bride price which, given his social status was probably no more than 700G. 

Mr. Malfoy also demanded that his Justine be named as Primary Wife and that House Weasley take a magical oath to such affect stating it was law in France, where his "Head of House" resided. The effect of this would be to ensure that the next Lord Weasley after Alphard would either be his son by Justine (at this time the sex of the child was not known) or if Justine should never have a son, the Heir Apparent would become Arcturus Malfoy or his son. This may have been the law in France…

"We've recently learned it was not," Ginny commented.

…but, in addition to egregious overreaching on the part of the lowly innkeeper, it was also Line Theft under magical British Law, which was a form of extortion under the facts and punishable by "hanging or such other punishment as the Wizengamot shall determine fair and just," which could be anything. Tarsus Weasley initiated charges against Mr. Malfoy. (In all probability, as the marriage had not happened and no oaths or Galleons changed hands, the charge would probably ruin Mr. Malfoy, as he was probably guilty of an attempt, but no one would hang.)

The Saturday following the filing of charges against Mr. Malfoy, Justine Malfoy failed to return to Hogwarts following that weekend's scheduled Hogsmeade visit. Her body was found two days later beneath a wood pile in the village. Her throat had been cut. 

Suspicion initially fell upon Alphard Weasley, but he had insulted a teacher the day before and was in the Hospital Wing recovering from his twenty-five lashes from the Cat-o-Nine Tails… 

"Ouch!" Fred said.

"Makes detention with Snape seem like a holiday," George added.

"It also gave him a perfect alibi," Ginny added.

The matter was turned over to the Auror's and a lengthy investigation ensued. Meanwhile, Tarsus Weasley continued to pursue his family claim against Mr. Malfoy as well as pushing a bill to outlaw marriage by seduction, particularly between any commoner and a noble house. Arguably, had House Potter expressed a favorable opinion on the bill and voted – again this being a social issue, the Duke was silent and abstained – the bill probably would have passed. As it was, it came up four votes short. But, Lord Weasley was Chair on the Hogwarts Board of Governors and seemingly managed to change school policy in regards to such matters effective with the Class entering the next year. What this change was is not known…

"I guess we know now," Ginny added.

In the Spring of 1725, just days after the death of Alfred III and elevation of Harold (Edward Potter's Grandfather) to Head of House and Heir Presumtive as Duke (his investiture as Duke Harold III would occur in 1726, one year after the death of his father as per custom), Alphard Weasley's father Darius was arrested for the murder of Justine Malfoy…

"Whoa!" George and Fred exclaimed.

… whereupon he confessed that he had "disposed of a minor problem" adding that as a Nobleman it was not possible for him to "murder" a commoner.

"Hate to say it," Bill said, "but this ancestor of ours sounds no different than the Pureblood Elitists of this day."

"There was little difference," Ginny said. "The only real difference between the Nobility Movement and Purebloods is that most Purebloods were not titled nobility. At that time, most of the Ancient and Noble Houses that remained were Half Bloods. The Purebloods had been very successful in gaining control of the Ministry of Magic but were not a factor in the Wizengamot. The Nobility Movement was a threat to them mainly because it was more acceptable in the eyes of many members of the Wizengamot. This was before the Ministry had any seats itself or any ability to determine seats when a line died out."

"Paid attention in Binns class, did we?" Fred chided.

"Actually, I slept in that class like everyone else," Ginny retorted. "We have been having very engaging lessons in history from the House Historian, in addition to the research we're doing."

"Why the history lessons?" Arthur asked.

"Because Harry and the rest of us are in need of a crash course," Ginny said. "There've been twenty-six Dukes of Charenwell before Harry. Only three were under the age of sixty upon their investiture the youngest being Justin II who was thirty-two when he became Duke in 1348. The average age is in the late seventies or so. As an Heir, Harry should have been having these lessons from age three or four and would continue to have them until such time as he became Duke. There's a lot he needs to know. He is head of this Country and so much more as well. His business interests make him head of one the largest companies in the world magical or otherwise. He's having to learn in weeks what takes decades to learn. Fortunately, from what we've gathered it seems that most of this pretty much runs itself. But he still needs to know just in case."

"So he's like a ruler?" Poppy asked.

"A very wealthy landowner is probably more accurate," Ginny said. "He's the largest single landowner in Britain, Muggle or Magical and owns most of the land in this country. As Duke, he is technically Head of State, but most of the governing authority was delegated to others even before Charenwell gained its total independence in 1217. He can introduce bills, but the High Council which makes laws is not required to pass them. Laws are enforced and such through the Lord Mayor and his departments - that's Professor Lupin. Both the Lord Mayor and the High Council are elected by the people. The courts are run by the High Chancellor who's appointed by the Duke upon recommendation by the Lord Mayor. Basically, the Dukes have had little involvement with governing this country. The few things that are totally under their control, so to speak, is the ability to approve treaties, raise an army and declare and prosecute a war."

"War? Has that happened?" Poppy asked.

Ginny nodded. "We are allied with the Crown of Britain and have been since even before 1217. There've been a few instances when we sent troops to the Crown's defense."

"When?"

"Well, the Dukes never forbade service so arguably there were probably always a few Charenwell folks in the Army or Navy. But I did learn that Justin II sent a sizable force for the time to the aid of King Henry V of England and they fought at a battle called Agincourt in France, although that had more to do with a dispute between the Duke and some French wizards than anything else. The future Dukes Arthur I and James I, Grandson and Great-grandson of Justin fought in that battle. Duke James III sent troops in support of King Charles I of England in the English Civil War for all the good that did seeing as Charles ended up losing both his crown and head. Dukes Edward III and Arthur II sent regiments to Spain to fight Napoleon and they ultimate fought at Waterloo in 1815. James VI sent two regiments to fight in the Muggle First World War, including his son Edward who was an officer. That was Harry's Great-great grandfather. Charlus, Harry's Great-grandfather was also in that war. Harry's Grandfather Charles flew with the Royal Air Force in the Muggle Second World War. Most recently, Her Majesty and the Prime Minister have asked that Charenwell be prepared to send magical troops to deal with Voldemort and the Death Eaters."

"The Muggles want your Aurors?" Arthur asked.

"We don't have any Aurors," Ginny said. "Well, not really anyway. I mean Remus is or was one as was Dora and Frank and Alice Longbottom, but they're not Aurors now. We haven't really had much need for Aurors. There's no Statute of Secrecy to enforce and this country is not a hot bed or breeding ground for dark wizards. We have a Constabulary, but it's small. They spend most of their time handing out traffic citations, or so I'm told. There's not much crime here."

"So what are the Muggles asking for?"

"An Army," Ginny said. "I thought that was obvious from the meeting."

"It sounded like this place already has one," Charlie said.

"We have a bunch of old men who dress up for state occasions once or twice a year, but no Army. Not yet."

"Oh, that explains some things. It sounded like you had one and that you didn't have one and…it was confusing," Arthur shrugged.

"Harry's been asked to come up with a magical army of sorts to deal with the magical problems in Britain," Ginny explained. "You can't just waive your wand and snap your fingers and get one. It takes time. Harry figures the earliest we could do anything is about a year from now although he'd prefer even more time than that. With all the other things Harry has going, being ready for a possible war in a year might be pushing it."

"Other things?" Arthur asked.

"There were hints of it at the meeting," Ginny said. "We are going to try and relocate as many Muggle Borns and their families from Britain to here fairly soon. They need housing and jobs and places to shop and all of that. Harry's already building a town near here and a small city on the coast."

"Rather an ambitious plan," Bill agreed. "But it could also work. Our projections are that the evacuation will add anywhere from twenty-five thousand to sixty thousand new people. Remember, it's not just Muggle Borns but their families without regard to magical status. We estimate the new schools alone will add well over five hundred jobs. The factories that are going up in Jamestown will add a couple thousand easily. You figure a few hundred will be in healthcare, maybe more. Harry's going to open several hundred square miles for farming, and that will produce a fair few jobs. Throw in a viable service sector to support that population, accountants, banking, shops, services to deal with the additional cars and such and whatever else comes to creative minds and we may actually need more people."

"Although the project is being called the Muggle Born Evacuation," Ginny said, "that's not an accurate description of Harry's idea. A Relocation is more accurate. These people will not be refugees. They will arrive here with all of their belongings, with places to work and live, schools for their children and all of that. The hope is that should it become safe to return to Britain, most of them will choose to remain here. All that Harry has set in motion this summer is being seen as a long term investment, not a temporary measure. It turns out that's a very 'Potter' attitude."

"It must be costing a fortune," Arthur thought.

"Ninety to a hundred million Galleons," Bill said. "Then again, he made at least that much last month."

"And in the long term, we expect House Potter will earn that back with interest," Ginny added, "of course that might well be decades down the road."

"Maybe sooner than that," George said. "Harry provided us with seed money for a joke shop a year ago and we still want to make a go of that."

"One day," Fred said, "Weasley's Wizard Wheezes will be the premier magical joke line in Europe, if not the world. We intend to start here with small shops in Pottersport, Jamestown and Port of Darby, but we're already looking to the Continent as well."

"After all," George said, "the troubles are in Britain, not France or Spain or such. One day, we'll be in Britain as well. But it's no longer just the joke shop."

"Not at all," Fred said. "This war thing gave us bigger ideas, like the Potions factory."

"One day, Weasley Potions will be a label you look for at any respectable apothecary and will be the industry standard in magical hospitals in Europe if not the world," George added. "They there're our other 'war' projects…"

"Which we envision as a means to one day produce non-combat stuff for a large commercial market," Fred added. "That's just our ideas."

"Having our own Covens of sixteen beautiful, scary smart and creative witches has proven a treasure trove of mercantile opportunities which Houses Weasley intend to capitalize upon," George said.

"Some of our lovely ladies noted that there's no real department stores in the magical world, not even here," Fred said. "We're working with that idea."

"We don't want to compete directly with the existing stores, but there are opportunities," George said.

"Cooking wears, cutlery and the like are all imported and there's little fancy stuff available here except by mail order from Muggle companies, for example," Fred said.

"And clothing," George said. "Opportunities there as well."

"Toys as well," Fred said. "There are quality toy makers here, but barely enough to meet demand…"

"Which is about to skyrocket," George added. "And we intend to meet that demand all with stuff produced here in Charenwell as opposed to imported from abroad as is currently the case."

"And eventually expand that business to the Continent and beyond," Fred continued. "A few of our lovelies are into fashion and want to start lines of clothes and such."

"Charenwell one day may well be the center of magical fashions and maybe even more," George said. "All of this designed and made here and sold through our stores."

"Don't forget your Shelly and Georgina," Fred said.

"How can I?" George replied. "Their father was in the hotel business and they see Charenwell as a holiday destination. Resort hotels on pristine beachs, tours into our nature preserve, cruises to see the Charenwell Red dragon rookery and just for fun…"

"Throw in some ideas from outside our houses," Fred said, "and you can add the greatest magical botanical gardens in the world, courtesy of Neville Longbottom, the greatest if only magical zoological park, thanks to Lady Luna Black, certainly Europe's first magical university, thanks to Lady Hermione and a theme park with all kinds of rides … actually a fair few of the Muggle Born girls thought of that one."

"It's a beautiful country and totally magical," Ginny added, "Cars and such aside. That would be a draw as well."

"All well and good," Charlie said after a long pause, "but what does this have to do with that book? Why would a book about your - er - husband's family be concerned with us Weasleys?"

"Got a bit side tracked, didn't we?" Fred said.

"A bit," Charlie replied. "Tatiana and I are still trying to figure out why we are here."

"Sorry," Ginny said picking up the book again. "I don't think this book will answer that, but there is a connection." She looked down and began to read again.

Before Darius Weasley was brought to trial for the murder of Justine Malfoy, word reached both Houses Weasley and Potter than Marcia Weasley and Desdemona Potter were also pregnant. It did not take long for the magical investigation to reveal that the father of both children was none other than Arcturus Malfoy. The girls accused him of "bewitching" them and he argued they were loose women whom he just happened to impregnate. In that time, rape by bewitchment was not truly considered a crime, unless of course it was by a lower standing wizard against a higher house. 

For House Malfoy, the crime was to be prosecuted and threatened what they could gain from the murder of Justine. For House Weasley, it did not matter. House Malfoy might not profit from the earlier crime, but they could still be ruined. For House Potter, it was another matter altogether. There was no true relationship between Desdemona and Arcturus. Given the boy's social standing, there was no desire on the part of House Potter to bind the two together.

The end result was tragic. House Potter did not support its ally House Weasley to the extent House Weasley wanted. The ultimate conviction and hanging of Darius Wealsey was all but a foregone conclusion. But the extinguishing of House Weasley as a noble line might not have been. House Potter might have prevented that from happening but did not. Again, it was a social issue which did not effect the House economic interests in Britain. House Weasley was cast out of the Wizengamot and lost most of its property. The only consolation being was that House Malfoy, due to the probable rape of Marcia Weasley by the House Malfoy heir, was denied any enrichment from the murder of their daughter. They did not gain a seat in the Wizengamot as was custom nor any monies from the sack of House Weasley. The seats and votes went to House Potter by prior arrangement and the monies to the Ministry as there was no "innocent" party. The alliance between House Weasley and Potter was effectively ended and never since has been restored.

"This was written over fifty years ago," Ginny said. "Arguably, that has now changed."

This was the only instance that House Potter, in over a thousand or more years, has ever abandoned and ally that did not openly betray them. As for Desdemona, House Potter extracted severe concessions from House Mafloy. Regardless of wealth or future status, unless and until the Lord Potter changed his mine, House Malfoy was barred from the Wizengamot and government for twenty generations. Likewise, any and all daughter born of the Head of that House or his Heir were to become House Potter Concubines upon their fifteenth birthday for such twenty generations. Any contracts by House Malfoy regarding such daughters were magically void and unenforceable. To date, there have been only ten Malfoy concubines, all born in the first four generations. Since then, House Malfoy has only produced a single son each generation. It is this writer's opinion that pregnancies have been terminated to deny House Potter concubines from that House. 

"Abortion?" Poppy gasped.

"It doesn't say that," Ginny replied, "but suggests it."

"It's illegal!" Poppy stated.

"What happens to those children born in Hogwarts to mothers who don't even know about them?" Ginny asked.

"They're not aborted!" Poppy said. "When they're born they're sent to the Magical Foundling's Home in London!"

"An orphanage?" Fleur asked.

Poppy nodded.

"Shit!" Ginny said. "We hadn't considered that! How many of them are adopted?"

"There was a lot of such during the last war," Poppy replied. "Mostly foreign types. Since then, not so much. I'm not aware of any, to be honest."

"They're all considered 'Muggle Born' aren't they?"

Poppy nodded.

"We need to check this out," Ginny said. "My guess is Charenwell was adopting back then. It would explain Clarice."

"Clarice?" Poppy asked.

"Harry's younger sister. She was adopted by a Pottersport couple and we haven't figured out how that happened."

"He has a sister?"

Ginny nodded. "And now we have who knows how many orphans who are considered Muggle Born to deal with. They are considered that, right?"

Poppy nodded.

"Damn!" Ginny scribbled some notes on a parchment. "Where it this orphanage?"

"It's attached to St. Mungo's in London," Poppy said. "Why?"

"We didn't even think of an orphanage! The bad guys surely will do something and Harry would … he would want something better than a Death Eater attack for those kids. He needs to know this!"

"Calm down, Ginny," Arthur said. "There's time. Not much maybe, but we don't have to run off right now."

"He needs to know Dad," Ginny said with a frown, "he'll want to know!"

"Today is about family," Charlie said. "Gin? We have time. Your birthday is tomorrow."

"I doubt the Death Eaters are going after that orphanage soon," Bill added. "They've taken too many casualties recently."

"Maybe the would," Ginny replied. "It's an easy target!"

"Tell Harry then," Bill said, "but remind him not to jump in. This country needs him, after all. We have a bit of time on this one I should think. The bad guys have taken too much damage to try something tomorrow or so. But you're right. We need to get those kids out sooner rather than later."

Ginny nodded. "Thank's Bill. It's a pity I didn't know before. I'd have asked Harry for this as a Birthday present."

"I know you would have," Bill said with a smile. "It's so you," he added.

"What do you want for your Birthday, Little One?" Arthur asked.

"Daddy," Ginny replied, "I know neither you nor Charlie has had a chance to do anything. You're being here is enough, but you lot can make it up to me at Christmas," she giggled. "Honestly? My best present would be Monday morning and finding out I'm pregnant."

"What?" Arthur yelled! "Pregnant? You're turning fifteen!"

"True," Ginny said calmly. "But you must know this, Daddy. The Bond I can have with Harry cannot become permanent and final unless I have his child. Once that happens, I am Ginny Potter forever. Until that happens, the fates can still see me sold off or such. All of us girls, those who are not Consorts and such, we all want this in the end. Were I sixteen and already had my O.W.L.s, permission would be automatic in my family. I'm not. Harry, Hermione and I discussed this before permissions were granted. I want a little one. I want to send Mother a picture of me with a baby coming for Christmas - a baby she'll most likely never meet! I want this. In a way, we all do, all of us Concubines."

"But…"

"Daddy, I've grown up in a way. My first year at Hogwarts changed me. Kind of hard not to be changed by that, but the BIG change was how I saw Harry in the end. He almost died saving me! It was a close thing, Daddy. But he ceased being this 'Boy-Who-Lived' to me that day and became my friend. A friend is a better thing, no? He became my friend and Hermione as well. I knew then they were all but destined to be together. To be their friend was now enough.

"Mother, of course, had other ideas and Ron's such a selfish bastard and toadie he cannot think a clear thought! I would have preferred that Harry chose me above all others. He did choose me in the end, but not the way I would have wanted. I would have preferred any young man under the right circumstances than being passed off as a concubine even to Harry. I'll be honest about that. But, that being said, he's been wonderful to me. It's amazing just how wonderful he is. I'm not Hermione or Luna. I'm not his Consort. Maybe I could have been, but I'm not. You gave me up to him. We both know how that could have worked out. It didn't. Not that way, at least. I may not be the Duchess or Countess, but I'm as much Harry's as they are. In the end and despite the circumstances, handing me over to Harry was the best day of my life … so far at least. He's been wonderful," Ginny sighed.

"Daddy?" she asked.

"Yes Pumpkin?" he replied.

"Harry's promised us weddings," Ginny said. "We are bound to him and will one day be for life, but he says every girl deserves a proper wedding. Can't give us a Honeymoon, but he can and will give all of us who ask that … for our families. Most of mine is here, so I want one. It could be sooner rather than later. Daddy? When my time comes, when it's my time to walk down the aisle in the white dress and veil, will you still escort me? Will you still give me away?"

"I…" Arthur began, "I'd be honored."

Ginny all but lept at her father to kiss him on the cheek. "Thank you, Daddy. Now," she said more seriously, "I also hope you'll do that for Luna. She lost her Dad and all and you've been friends with the Lovegoods for who knows how long."

"I…" Arthur began. "And what does Luna think?"

"I'm sure she'd be thrilled," Ginny said.

"We'll need to talk first.""Of course, Daddy. Oh this will be so wonderful," she practically squealed.
