This scroll is precisely the other system devised by Gu Yu after walking ten thousand miles, before implementing major changes in the Great Tang.
—The key to its core.
Is to divide the power of the Ten Directions Expedition Envoy, establishing a specialized department to curb the imperial authority.
In fact, there are many reasons why Gu Yu was able to come up with this system back then.
In those days, the Gu Clan was at its lowest point.
Due to the fall of Yan Han, coupled with the constant bonds between the Gu Clan and Yan Han, the Gu Clan was trapped within Julu, and its influence was continuously waning.
And it is precisely because of this.
The Gu Clan had experienced great ups and downs in a short time.
From the peak when Gu Chen was alive, to the subsequent low point.
And Gu Yu also bore witness to the changes across the land back then.
