Either that, or just keep using C-level Heavenly and Earthly Treasures to reinforce the fishing line and hook bit by bit."

With a D-level Heavenly and Earthly Treasure, you'd fish out a Celestial Dao Stone with +1 to three-dimensional attributes, or Spiritual Power, or Spirit.
C-level Heavenly and Earthly Treasure gives +2, B-level gives +3, A-level gives +4, and S-level gives even more when you fish out a Celestial Dao Fish. As for whether it's +5, Yi Tian wasn't sure.
