The first was Wang Anshi.
The second was Miaoo Xiu.
The third was Chen Wannian.
The fourth was a hidden Shadow Guard within the army.

The purpose was simple, to oversee commanders fighting abroad.
If the commander showed any abnormal behavior or rebellious intent, the Shadow Guard would take action, secretly assassinate the commander, and then take over the army through the Holy Decree.
