If using the second method, He Xiaojun would deceive personally, prioritizing having other players concentrate the Wealth Coupons on himself, thus controlling when to transfer them to '↑Lovers', making it relatively more secure.
The first method is certainly the best, where He Xiaojun openly tells other players in Community 14 about the matter and gains their consent, then decides based on the situation whether to transfer Wealth Coupons to '↑Lovers', stopping quickly if things go awry.
But implementing this method has the highest difficulty, likely beyond He Xiaojun's current capability.
