Arthur died in his previous life saving a child and he could still hear the mother's desperate scream for help. He remembers his condition after a similar thing happened in this life, but here the mother was Lily Potter and the child was Harry Potter. He has three boons or gifts to help him save the child, Harry, from his sufferings in the future. He has decided to change the hardships of Harry starting from the Dursley's home itself.
