Since Fish-Men and Merfolk were incredibly fast underwater, they quickly put a huge distance between themselves and the blast area.

In Hody Jones's utterly horrified gaze, the beams of light converged, completely engulfing his body. In the next second, to everyone watching, a colossal underwater sun seemed to rise!

Auguro slowly drifted upwards. He stopped above the Fish-Man District, gazing down at the Fish-Men below.
The Fish-Men who had barely survived in the ruins were covered in blood, staring up at Auguro in stunned disbelief. A human, who should not be able to move freely underwater, was now floating above them. This sight delivered a massive psychological shock!

The footage showed Whitebeard clashing with Marineford during the Summit War. As Whitebeard shook down half of Marineford and the Three Admirals unleashed their earth-shattering power, the Fish-Men quickly quieted down.

"Do you still believe that Hody Jones's so-called rule over humanity was truly for your benefit, or was he merely trying to use your strength to replace Neptune?" Auguro's voice was a cold, penetrating psychological query.
To dismantle the ideology Hody Jones spread in the Fish-Man District, he first had to destroy Hody Jones's image in the minds of these Fish-Men.
Truthfully, Hody Jones genuinely believed he could overthrow human rule and was not intentionally deceiving these Fish-Men. But that didn't stop Auguro from painting him as a selfish, opportunistic schemer.
