The Edo Tensei is still incomplete; perfecting it requires continuous improvement, which would cost lives. My current cloning technology is not yet sufficient to perfect the Edo Tensei.
Orochimaru had reason to believe that Senju Tobirama had secretly killed many prisoners to develop the Edo Tensei, and the development of Edo Tensei likely occurred after Senju Hashirama's death.
Given Senju Hashirama's personality, if he had known about this, the development of the Edo Tensei would have been forced to stop.
Senju Tobirama died too early; if he had died a bit later, perhaps he would have perfected the Edo Tensei.

In the original work, Orochimaru couldn't even summon the Five-Fold Rashomon, only resorting to summoning the Triple Rashomon, clearly due to the overly massive Chakra consumption, which was not suitable compared to the defensive effect of the Rashomon.
To Orochimaru, this technique was somewhat of a white elephant, tasteless to eat but a waste to discard.
In Uchiha Hikari's room, Uchiha Hikari sat on a chair, holding a scroll and reading its contents. She had finished reading the books and scrolls Orochimaru gave her a long time ago; now she was just reviewing them to consolidate her knowledge and prevent forgetting.

Uchiha Hikari said with full confidence.
"Since you're so confident, let's go try it out."
Orochimaru placed her hand on Uchiha Hikari's shoulder and led her to an open space near the house.
"Summoning Technique!"
A large snake with brown patterns appeared in a puff of smoke. Seeing Orochimaru, it was visibly scared and wanted to return to Ryūchi Cave.
"It's you again, what a coincidence."
Orochimaru recognized this large snake; it was the one she had summoned during a practical Sealing Team class to be Uchiha Hikari's target for Sealing Technique.
The snake tried to coil its body, forcing a fawning expression onto its face.
"Ah, this snake is the one you summoned in the Ninja Academy's Sealing Team back then, Orochimaru!"
Uchiha Hikari looked at the large snake, which hadn't changed at all from her memory, and rubbed her hands together, eager to show Orochimaru the results of her training.
After some effort, Orochimaru looked at the listless snake, very satisfied with Uchiha Hikari's mastery of Sealing Technique. She fed the snake a rebirth pill and a few soldier pills as compensation for its hard work, then sent it back to Ryūchi Cave.
Uchiha Hikari was able to awaken the Mangekyo Sharingan at such a young age, and her learning ability was exceptional. She had learned all the Ninjutsu Orochimaru taught her, and not only that, she could skillfully use Sealing Technique.
It was a pity that she did not have the Yang Chakra nature transformation, making her unable to learn Two Extremes Sealing.
"Hikari, you have a lot of talent in Sealing Technique as well."
Orochimaru stroked Uchiha Hikari's head.
"It's because Orochimaru is a good teacher."
