One must remember that since the conclusion of Orochimaru's "Konoha Crush" operation, the exposed scandals regarding the village had left many harboring a deep-seated resentment. Back then, with the Fifth Hokage Tsunade having just returned, people were hesitant to cause too much trouble. Coupled with the external pressure from the Resistance, they had chosen to maintain a temporary peace.

"Yes, it's true. He has completely released the Nine-Tails sealed within him and is currently rampaging in the forest near the village," Hiashi replied bluntly, hiding nothing.
"Neji... Neji-niisan?! Why are you here?"
Hanabi appeared behind her sister, eyes wide with shock. She couldn't believe that Neji, who had defected from the village, could return so openly. She remembered clearly that on the night the Chunin Exams ended, her father had forbidden anyone in the family from mentioning Neji's name under threat of clan law.
"I've come to take you away from Konoha, to live in a brand-new place," Neji said, leaning down to smile and pinch his young cousin's cheek. "Leave?!"
Hearing those words, Hinata's pupils dilated and contracted sharply. "Father, are you leading the Hyuga clan to defect from Konoha?"
"No. I am not leading you. You young people will follow Neji and leave Konoha together. I and the elder clansmen will stay to live or die with the village. From this day forward, Neji is the new Clan Head of the Hyuga. All of you must obey his arrangements."
Hiashi delivered his decision in a tone that brooked no argument. As a classic feudal patriarch, his attitude toward his daughters had always been one of commands rather than discussion.
