Sengoku stroked his chin. "We cannot enter the New World openly. If Rolan remains there, we let him. But the enemy of my enemy is my friend. BIG MOM and Kaido were defeated by him. They seek revenge. Alone, they can't easily defeat him. But if we secretly bolster their strength with elite Marines disguised as their crew, they will gain the power to confront Rolan without exposing our involvement."
Tsuru thought carefully. "Would they cooperate?"
