One of Aria's first confident decisions as Director addressed the copycat Collector crisis directly. Despite the gift enhancement and extraction awareness initiatives, attacks continued. The techniques reduced successful extractions but did not eliminate them entirely.
Aria proposed a radical approach: offer amnesty to anyone who confessed to performing extractions and agreed to stop. In exchange for honest testimony about how they learned extraction techniques and who they sold stolen gifts to, they would face reduced sentences focused on rehabilitation rather than pure punishment.
The proposal was immediately controversial.
"You are suggesting we forgive people who have committed serious crimes," a territorial leader objected during the Assembly debate. "That is unconscionable."
