No matter how many provinces the Empire possessed, they all turned toward the Imperial Capital like flowers facing the sun.
The most efficient communications and logistics converged here, and it was here that the most comprehensive and authoritative information was gathered.
Although most of the Empire's territories were self-governed by local noble lords, matters such as arbitration between noble families, wars on the frontiers, and the occasional rebellion stirred up by some muddle-headed fool still required a central Imperial authority to adjudicate.
