Strictly speaking, Robin's strength was never truly "small."
In the original timeline, her Demonio Fleur form was powerful enough to defeat Black Maria, one of the Tobiroppo.
Of course, that outcome would never happen now—nor in the future.
For one thing, Robin had already joined the camp of the Beast Pirates under Luo Xing. She and Black Maria were no longer enemies.
For another, Black Maria had consumed a Oni-grade Monster Cell, evolving her Devil Fruit into a Mythical Zoan. Even Robin's demon form wouldn't stand a chance anymore.
That said, Luo Xing was still curious about Robin's potential.
The night before, he had personally guided her—hand over hand—in training Armament Haki, hoping she could someday fully awaken her Devil Fruit and reach that demonic state through her own power.
The Next Day — Alabasta Royal Palace
After a full night of torrential rain, all of Alabasta felt reborn.
The land was cleansed.
The air was fresh.
And smiles—long absent—returned to the faces of the people.
A beautiful figure in sapphire-blue rushed toward Luo Xing.
"Big brother!"
It was Princess Nefertari Vivi, who—much like Rebecca of Dressrosa—had already begun calling him that.
Luo Xing rubbed her sky-blue hair gently, then turned to Nico Robin.
"Next, we're heading to Water 7. While we're there, we'll pick up Pluton's blueprints. You'll run into your old enemies—CP9. Want to come and watch how it ends?"
The implication was obvious.
With Luo Xing's methods—and with monsters like Jack and Who's-Who—there was no chance the World Government's lapdogs would survive.
Robin shook her head.
"No need. The World Government doesn't yet know I was in Alabasta. If I go to Water 7 now, my trail will be exposed—and that would put you at a disadvantage."
As the "Devil Child," Robin was a priority execution target for the World Government.
Anyone who sheltered her was effectively declaring war.
Luo Xing waved it off. "Do you think I'm afraid of that?"
Robin glanced at his sharp profile and smiled faintly.
"Of course not, Fifth Emperor Luo Xing."
"But you're also not ready to start a full war with the World Government yet—are you?"
"Otherwise, you wouldn't have let Blackbeard leave yesterday."
"You're waiting for the right moment. Am I wrong?"
Luo Xing fell silent for a moment, then sighed.
"A woman who's too smart really does put pressure on a man."
Robin laughed softly—radiant and triumphant.
Last night, she'd been completely outplayed by him.
Now, she'd finally won back a small round.
Nearby, Vivi looked from Luo Xing to Robin, unease creeping in.
Why did it feel like her brother and this former accomplice of Crocodile shared some secret?
Feeling oddly jealous, Vivi clung tightly to Luo Xing's arm and said sweetly:
"Big brother, I want to go to Water 7 too! I heard it's the land of shipbuilders, with all kinds of amazing ships!"
Ships?
Luo Xing chuckled internally. Beds might be more interesting.
Outwardly, he smiled and declined gently.
"This trip is for serious business. Once everything's over, I'll take you there properly."
With that, Luo Xing departed quietly with Jack and Who's-Who, heading straight for Water 7.
Water 7
The mayor of Water 7 was Iceburg, disciple of the legendary shipwright Tom.
Tom had once built the Pirate King's ship and was executed by the World Government.
Before his death, he entrusted the blueprints of Pluton to Iceburg.
To protect them, Iceburg secretly passed them to his junior—Franky.
Knowing all of this, Luo Xing didn't go to Iceburg first.
Instead, he went straight to Franky House.
"Whoa! Who the hell are you guys, barging into my territory?"
Franky struck a painfully flashy pose, shouting loudly.
Luo Xing felt goosebumps rise.
He waved a hand. "Take him."
And left first.
Franky Family members panicked.
"Who are you? Why are you taking our boss?!"
Franky puffed his chest confidently.
"You think you can capture me? Let's see if you—"
Before he could finish, Jack knocked him unconscious with a single punch and lifted him like a chicken.
The Franky Family was stunned into silence.
Iceburg's Mansion
Iceburg's secretary—Kalifa—stood at the entrance.
Business suit. Black stockings. Perfect poise.
The moment she saw Luo Xing and the others, alarm bells rang in her head.
These three were anything but ordinary.
Still, as an elite agent, she smiled calmly and stepped forward.
"Honored guests, are you here to see the mayor? I'm afraid he's not available today—"
Luo Xing ignored her and walked straight in.
Kalifa's expression shifted.
She moved to block them—
SPLAT.
Jack slapped her head clean off, smashing it like a watermelon.
Another CP9 agent hidden nearby witnessed the scene and froze in terror.
He recognized Jack and Who's-Who instantly.
"The Beast Pirates…!"
"So that's it—the Pluton intelligence leaked!"
"They're here to move first!"
Thinking quickly, he turned and fled.
Who's-Who grinned, bloodlust flashing in his eyes.
"Leave him to me, young master."
"No," Luo Xing replied calmly. "Let him run. It'll save us the trouble of hunting the rest down."
Kalifa's brutal death threw the mansion into chaos.
Iceburg rushed out, only to see blood, brain matter, and a headless corpse.
He nearly vomited on the spot.
Then he saw Franky in Jack's grip—and his face went white.
"Let my junior go! What do you want?!"
Luo Xing smiled gently.
"Relax. We only kill the World Government's dogs."
"As for why we're here… Mayor Iceburg, I believe you already know."
Iceburg's pupils shrank.
They're here for Pluton too…
Before he could respond, Rob Lucci and the rest of CP9 arrived.
They showed no grief for Kalifa.
Instead—they were excited.
Because they recognized Jack and Who's-Who.
And they had guessed who Luo Xing was.
Lucci's muscles trembled with exhilaration.
"The man who commands Calamity Jack and Who's-Who…"
"You must be the Beast Pirates' son-in-law—the Fifth Emperor, Luo Xing."
Luo Xing didn't bother answering.
Who's-Who stepped forward instead, baring his fangs.
"So you're Rob Lucci? The so-called strongest CP9 agent in 800 years?"
"What a joke. Let this 'senior' test you."
Lucci snarled.
"Get lost! My target isn't you!"
He believed capturing Luo Xing would be a greater achievement than Pluton itself.
But he had overestimated himself.
Who's-Who alone was enough to annihilate them.
He transformed—hybrid form.
Tiger's head. Crimson wings. Fangs and claws dripping death.
Every strike was fatal.
Thirty minutes later—
CP9 was wiped out. Completely.
Iceburg vomited uncontrollably.
Luo Xing waved away the stench, uninterested.
Jack searched Franky and found the blueprints without even questioning Iceburg.
Mission complete.
Luo Xing returned Franky and said politely:
"Apologies for the mess."
"As compensation, Water 7 may fly the Beast Pirates' flag."
"If pirates—or the World Government—cause trouble, you may call on us."
Then he left.
Clean. Efficient. Ruthless.
From arrival to departure—less than an hour.
The World Government's decades-long scheme?
Reduced to a punchline.
Iceburg stood there for a long time, unable to process what had just happened.
