Between the fifth and sixth levels of Impel Down, there was actually a Level 5.5.
It was a tunnel carved out by Morley, one of the Revolutionary Army's four commanders, using the Paramecia-type Push-Push Fruit.
Later, another Revolutionary officer—Emporio Ivankov, the so-called "Okama King"—occupied it and transformed the place into a hidden paradise known as Newkama Land.
Over the years, many prisoners who "mysteriously disappeared" from Impel Down had actually wandered into that level by accident… only to be "reformed" by Ivankov.
Ivankov was the Horm-Horm Fruit user, with strength on the level of a Warlord.
He had already sensed the massive shockwaves of battle tearing through the prison.
So he hid carefully in a crevice within the walls and watched from the shadows.
He saw it with his own eyes—Luo Xing subduing wave after wave of prisoners…
And even more terrifying—
Luo Xing's subordinates actually brought down the "demon warden" Magellan!
Ivankov sucked in a cold breath, his scalp tingling.
"I've been stuck in prison, but even I've heard the name 'Fifth Emperor Luo Xing'… and he really is terrifying!"
"He killed Magellan and released so many criminals… Next, the monsters on the sixth level will probably be taken too!"
"Once those people get out, the world will be thrown into chaos. And the Beasts Pirates' strength will skyrocket!"
"I have to tell Dragon immediately!"
Ivankov slipped away quietly.
With everything except the final sixth level already smashed to pieces, he actually had a path to escape.
He quickly reached the first level, didn't waste a single word, found a small boat, and headed straight for the Revolutionary Army's headquarters—Baltigo, the White Soil Island.
What he didn't know was…
Luo Xing had noticed him a long time ago.
He also knew that between the fifth and sixth levels existed a hidden "Newkama Land."
It wasn't that Luo Xing was soft-hearted and deliberately let Ivankov go.
He simply couldn't be bothered to deal with him right now—especially not in the middle of this chaos.
That whole "Newkama Land" vibe was… way too loud, way too intense, and far too distracting.
Just thinking about it made Luo Xing's skin crawl.
Luo Xing loved beauty.
To him, beautiful women were like brilliant flowers, like birds with graceful songs.
He liked to "collect" them—hold them close—and claim them fully.
As for that flamboyant, chaotic carnival style?
He wanted it as far away from him as possible.
When he sensed Ivankov's presence finally vanish into the distance, Luo Xing felt an unusually rare wave of relief.
He quickly regained his composure and led Zoro, Enel, Shiryu, and more than a thousand newly recruited elites into the sixth level.
The sixth level held the most vicious criminals in history.
Some of their crimes were so unforgivable that even their names had been erased by the World Government.
Their strength also far surpassed anything from the upper levels.
The moment Luo Xing and his group stepped into Level Six—
Several ghostly green gazes fell on him like knives.
"Kehehehe… I smell a thick stink of blood," a rough voice sneered. The speaker looked brutal and savage. "Don't tell me you slaughtered everyone above?"
Shiryu assumed Luo Xing might not recognize him—and since he'd only just joined, he wanted to prove his value.
So he stepped forward and barked sharply:
"Watch your mouth, Avalo Pizarro! The man before you is the young lord of the Beasts Pirates—recognized by the world as the Fifth Emperor of the Sea!"
The one who spoke was indeed Pizarro the Corrupt King.
And after hearing Shiryu's words, not only did Pizarro's expression change—so did the faces of the other major criminals.
Even among monsters like them, "Emperor of the Sea" was a title that carried weight.
Among everyone present, at most two could truly claim they didn't fear an Emperor.
One was the man sitting there with eyes closed and breath steady, like a corpse—"Red Count" Patrick Redfield.
A living legend on the same tier as Roger and Whitebeard.
Strictly speaking, even Kaido was his junior.
So whether it was "young lord of the Beasts" or "Fifth Emperor," Redfield didn't care in the slightest.
He didn't even bother opening his eyes.
The second was Douglas Bullet, Roger's former crewmate—known as the "Devil's Heir," and the user of the Clank-Clank Fruit.
Unlike Redfield, Bullet was very interested.
He stared at Luo Xing with cold intensity, a bloodthirsty hunger swirling in his gaze.
In all of Impel Down's sixth level, only these two could truly be called top-tier monsters—fighters who could contend with the strongest forces on the sea.
Everyone else was still a step below.
Compared to the criminals who'd been locked here for years, Jinbe had only been thrown into Level Six not long ago.
And Jinbe knew far more about Luo Xing than most.
A "Fifth Emperor" title alone wasn't enough to describe him.
The truly terrifying part of Luo Xing was his absurd creations—each one powerful enough to reshape the world.
Even Vegapunk, a genius said to be five hundred years ahead of the era, couldn't compare to him in that regard—not even one ten-thousandth.
And beyond that…
Luo Xing also possessed a deep, calculating intelligence.
The Dressrosa "Senzu Bean" auction had played the entire sea—Yonko, Marines, and World Government alike—like puppets on strings.
And now, with the Summit War raging at Marineford between Whitebeard and the Navy…
this man had appeared in the deepest hell of Impel Down.
The implications alone were enough to make Jinbe's heart tighten.
For a moment, the sixth level sank into an eerie silence.
Then Luo Xing's calm voice cut through it.
"Submit and live. Refuse and die. Choose."
Simple.
Direct.
Not a shred of hesitation.
Facing a crowd of infamous monsters—and still standing there with overwhelming composure—his presence alone made even Jinbe feel a stab of admiration.
Then a cold laugh rang out.
"Submit? Kid, who the hell do you think we are?! Even the World Government couldn't make me bow—what makes you think you can?"
Luo Xing's gaze slid toward the source of that laughter.
Yama flashed from its sheath.
In an instant—
a vast, terrifying Haki pressure swept across Infinite Hell.
Even Redfield and Bullet felt a heavy weight slam down like a mountain.
Hummm…!
A massive, pitch-black slash tore through the air.
The laughing man's voice cut off—his body collapsing in the blink of an eye.
The criminals around them stared, stunned.
Because the one who fell wasn't some nobody.
It was Bondi Waldo, the man once known as the "World Destroyer."
Even in the sixth level—where monsters gathered—he was still a high-ranking powerhouse.
And yet Luo Xing ended him with a single sword strike.
Luo Xing glanced at the fallen body without expression, as if he'd crushed nothing more than an ant.
Yama in hand, he stood like a ruler descending upon hell itself.
His voice was flat, cold, and absolute:
"Anyone else who disagrees—step forward."
