"What kind of world is that?" Lucy pressed, panting heavily.
"In that pure world, those pathetic humans without magic cannot survive. No, even if they could somehow survive, it would be akin to living in an endless hell," Zubal smiled sadistically.
"Isn't it wonderful?! A perfect world that belongs only to us!" Rustyrose cheered from his own battlefield nearby.
He grew increasingly excited, beginning to gesture animatedly. "There won't be any mundane trash who can't use magic at all!"
"When Zeref awakens and becomes the king of this new world, the Ultimate Magic World will finally be complete," Zubal declared.
"Those without magic power will all disappear, leaving only the ideal, perfect world of true Mages! I have been waiting for this glorious moment my entire life!" Rustyrose laughed.

"How is that even logically possible? Zeref doesn't serve such a specific, political purpose," Raizel scoffed, walking alongside Jellal in the jungle.
Jellal had just explained to Raizel what Precht had described as the so-called 'Ultimate Magic World'.
After hearing the villain's grand pitch, Raizel found it utterly ridiculous.
Who had actively added these strange, apocalyptic societal settings to Zeref's lore? Raizel leaned heavily toward the idea that it was just centuries of dark rumors spread by crazy cultists—the classic 'three men make a tiger' effect.
When enough insane people confidently say something, some will eventually believe it, and some will even believe it obsessively enough to start a war over it.
At the very least, Raizel couldn't logically see Zeref having such a supposed function.
The divine Curse of Ankhseram only deprived Zeref of the right to pity life and granted him torturous immortalit, it didn't include the specific targeted ability to selectively wipe out non-magical humans while sparing mages.
To put it bluntly, Zeref was just a walking aura of death, akin to a superhuman plague—whoever encountered his curse would die.

"Of course I don't agree with it either," Raizel nodded. "Ninety percent of the people in this entire world do not possess any magic. If this Ultimate Magic World truly existed, there wouldn't be many people left alive. How incredibly boring would that be?"
Much of Earthland's modern technological advancement wasn't actually driven by Mages, but by brilliant, ordinary people.
Because Mages could easily accomplish many tasks on their own using spells, they didn't have the driving need to invent mechanical conveniences.
If this world had only ever had Mages in it, Earthland's technological tree wouldn't have developed the way it has now.
Everyone would have focused solely on studying combat magic, valuing raw strength above all else.
Who would even care about the Magic Council? Whoever had the biggest magical fists would be in charge.
Raizel vastly preferred the world exactly as it was now, with its chaotic blend of both Mages and ordinary people.
Without these ordinary people, who would develop the delicious food, the drinks, and the entertainment?
Life would be far too dull without them.

"Darn it! That big metal guy just won't give up!" Evergreen complained loudly.
She was currently being carried over Elfman's broad shoulder as he ran frantically through the forest.
"If this continues, both of us will be flattened into pancakes!" Elfman suddenly slammed on the brakes, his boots skidding in the dirt, entirely cutting off what Evergreen was about to say.
"Why did you stop?!" she yelled, dizzy from the halt.
"There's no road ahead, man!" Elfman yelled back in panic.
Elfman, still carrying Evergreen, had unknowingly run right to the edge of a massive, sheer cliff.
Far below were more jagged forest canopies, not the soft, forgiving sea.
"I mean, you... you big idiot! Is your brain made entirely of muscles too?!" Evergreen shrieked, smacking his back.
"When you're running away, you should at least check if there's an actual path ahead! Can't you exercise your brain during your usual meathead training?!"
"You are so annoying! If you are so picky about my route, why don't you get down and run on your own?!" Elfman barked.
"Don't forget I'm heavily injured! I can barely even stand up straight!"
"What do we do now?!" Elfman panicked, looking back at the tree line. "If that metal freak goes on a rampage like before, this entire cliff edge will definitely collapse!"
With every heavy metallic step the Guardian Beast Belfast took, the very edge of the cliff shook violently, a terrifying testament to its sheer, crushing weight.
"Wait... there is still that move!" Elfman suddenly realized, his eyes widening.
"What move?! You're so annoying!" Evergreen snapped.
"Way to go! No wonder you wear such smart glasses!" Elfman praised her completely out of nowhere.
In Elfman's simple eyes, gold-rimmed glasses symbolized deep intellect and wisdom.
"What do you mean by that?! I'm just as smart without my glasses! After all, I'm still one of the strongest fairies in the—" Evergreen was cut off mid-sentence by Elfman.
Because Elfman had suddenly turned her around and placed his large, warm hands firmly on her shoulders, looking deeply into her eyes.
Evergreen couldn't help but blush furiously, rendered speechless by the sudden proximity.
"Wh-What are you doing...?" she squeaked.
