Uchiha En remembered that the last time Teleport and Insight upgraded was two years ago.
In these two years, Uchiha En has used Teleport and Insight frequently. Especially Insight, it would activate as long as the Sharingan was open.

First, Teleport. The previous Teleport allowed spatial jumps within 200 meters, consuming 9 Chakra.
After this upgrade, Teleport's jump distance increased by 100 meters, allowing jumps within 300 meters, and the Chakra cost changed from 9 to 8.
Previously, when Insight upgraded from Level 1 to Level 2, it also increased Teleport's distance by 100 meters and reduced Chakra consumption by 1 point. This upgrade from Level 2 to Level 3 is the same, and it's highly likely to continue this way.
Finally, at Level 10, Teleport will be able to jump within a 1000-meter range, consuming only 1 point of Chakra.
Next is Insight. After the upgrade, the skill effect of Insight remained unchanged; only the consumption was further reduced.
It changed from consuming 1 point of Chakra every 20 seconds to 1 point every 30 seconds.
Insight also has 10 levels. After reaching Level 10, it should consume 1 point of Chakra every 100 seconds, which is almost negligible.

Konoha's High Council deliberately guided the villagers, making them distrust, and even resent, the Uchiha Clan, who served as law enforcers.
This is how the current situation of the Uchiha came about.
Therefore, the Uchiha Clan recruiting outsiders due to a shortage of personnel, in Uchiha En's opinion, was a good opportunity to break the deadlock.
In the original work, the Uchiha Clan also did this, but they didn't truly allow outsiders to act as law enforcers; instead, they turned the outsiders who joined the Police Force into puppets.
