The Prince was Foltest's cousin, and also one of the top three Grand Nobles in the Kingdom of Temeria.
The Duchy of Maribor, where Triss was born, was the territory ruled by this Grand Noble; it would not be an exaggeration to call him a king.

"You must know Velen, right?"

"If you can take out Prince Yurkast."
"I will give Velen to you, making it your territory."

"But they don't know that Father doesn't want these traitors to stab him in the back when the war between the North and South breaks out later."
"Even if it costs something, these bastards must all be hanged."
Hearing Adda's explanation, Guilliman only then realized, quite surprised.

"If you can eliminate Prince Yurkast within these two weeks."
