He remembered very clearly exactly what had been said during the battle at God Valley all those years ago. When he had asked for help, both Charlotte Linlin and Shiki had turned him away without mercy, rejecting his pleas when he needed them most.
The only reason he was not already out there hunting them down to settle the score was that his own life was coming to an end, and he would soon be unable to continue standing by El's side.
Furthermore, if he were to kill all of these powerful pirates right now, the resulting change in the balance of power across the New World would create a situation that was extremely dangerous and disadvantageous for El.
If not for these reasons… he would have gone to make those bastards pay a long time ago.
"It seems they too have received the news that you have returned, Rocks."
Ever since the battle in the Kingdom of Drostland had come to an end, the Marines had deliberately released the news that Rocks was alive again — their sole purpose being to throw the entire world into chaos and confusion.

The moment Shiki recognized Rocks' face, cold sweat broke out all over his body and he stumbled backward several steps in pure terror.
After all, he remembered perfectly well how he had mocked and refused Rocks' request for help all those years ago. Now, seeing Rocks standing alive and well right in front of him, how could he possibly feel anything but fear?
Even though Shiki's own strength had grown far beyond what it was in those days, and he no longer had the ship's figurehead embedded in his head that had once hindered his abilities… the memory of Rocks' overwhelming power — power that had once dominated every corner of the seas — still weighed heavily upon his mind.
"You really… you really have come back to life, Captain Rocks!"
Charlotte Linlin, who was still recovering from her injuries, stared at Rocks with a look of sheer horror.
From the very moment she first read the Marine report claiming that Rocks had returned, she had known deep down that something terrible was about to happen.
After all, El had personally traveled to her territory and demanded that she hand over the log pose leading to God Valley. Only a few days later, news began to spread about Rocks' return.
