As a steward in the Four Directions Sect, she too can freeze the accounts of outer disciples and inner disciples. It is not free to do so, though. She has to pay for this right to oppress the people beneath her in the hierarchy.
So she knows that it is possible for her account to be frozen. And she knows that if her account is frozen, she won't be able to pay for her Life Ability to activate and kill her target. That will effectively cripple her.
Not only would she lose her greatest power if her account were frozen, but she would also lose the best way for her to earn money. With this kind of threat hanging over her head, she has to do everything to find the rank 4 forger with the mutated Armored Shell Life Ability.
However, the intent and will to achieve something doesn't equate to the power to achieve that thing. As they say, if wishes were horses, even beggars would ride.
