It is normal to ask for what they have to agree to before they agree to anything. But Loki was not going to behave like a normal person.
He already knew what the oaths were and didn't have any intention to agree with the second one. However, he wanted to be reasonable, so he tried to convince Time Traveler first.
He said, "What if I swear not to tell anyone about you and give you a lot of world essence for the information? Will that be enough?"
After he asked this question, he used the Power Identification Ability to check Time Traveler's situation and make sure that there were no changes he should know about.
