Julie rushed into Chief Sky's private office, her face flushed with excitement.

"Chief Sky! According to the real-time feedback from Poacher's Island, our Elites and Gym Leaders have completely breached the stronghold. All seven of the Poacher organization's active Generals have been captured!"

"Right now, the vanguard forces are systematically clearing out and containing the remaining rogue Pokémon legions across the sectors."

"Excellent! Splendid work!" Chief Sky clapped his hands in triumph, a rare smile breaking across his stern face. "We've finally eliminated that massive threat. This cancer has officially been excised from the Pokémon world once and for all."

This was an incredibly exhilarating victory, and more importantly, it was a massive political achievement that he had personally championed since stepping into office.

"Furthermore, looking over the combat logs from the front lines, a few individuals have performed spectacularly during this deployment."

"Gym Leader Feng Che of the Viridian Gym in the Kanto region. He personally secured the capture of Poison General Hanzo Shura, Grass General Zorn, Aerial Commander Jecal, Thunder Commander Jecksee, and the overall leader, Dragon General King Kai."

"If we include the previous capture of Steel General Julian, he has single-handedly neutralized six of the Poacher network's seven highest-ranking leaders."

Julie looked down at the tactical leaderboard, pointing to the name sitting comfortably at the absolute top of the rankings as she presented Feng Che's staggering record to the Chief.

"Sitting in second place is Gym Leader Sabrina of Saffron City, also from Kanto. Utilizing her high-level psychic capabilities, she managed to break both Psychic General Greya and Ghost General Longchuan."

"In third place is Steven Stone of the Hoenn region's Stone family. He successfully deciphered Flame General Nien's environmental trap, bailing out the massive circle of Elites and Gym Leaders who were pinned down in the Flame Valley."

"And in fourth place is Gym Leader Wallace of Sootopolis City, also from Hoenn. He demonstrated exceptional tactical command, working alongside Steven to coordinate the joint offensive forces during the breach."

Julie systematically read through the detailed achievements of the high-profile trainers.

Chief Sky tapped his fingers rhythmically against his mahogany desk, his mood soaring. He leaned back in his chair, carefully weighing the options for a suitable reward for Feng Che and Sabrina.

"I intend to put both Feng Che and Sabrina through the official promotion assessments. If their baseline metrics satisfy the prerequisites of an Elite status, I will directly reassign them to serve as regional Elite Four members in other territories."

Chief Sky lifted his head, locking eyes with his assistant.

"But what if Deputy Chief Aula lodges a formal protest?" Julie asked anxiously, stepping closer to the desk. "Chief Sky, I'm deeply concerned that Deputy Chief Aula will publicly accuse you of cronyism if you push through their reassignments without an exhaustive, standard evaluation process."

"Relax, Julie. I've already anticipated that angle," Chief Sky replied with a knowing smile.

"According to the constitutional framework of the World League, any trainer being elevated to an Elite Four seat must formally demonstrate Elite-tier strength by defeating four active regional Elites in continuous succession. It just so happens that we have an exceptionally high concentration of regional Elites gathered for this joint training camp. We can simply draft a few of them to face Feng Che and Sabrina in official showcase matches."

"We'll even let Deputy Chief Aula select a portion of the opposing roster to ensure complete transparency. That will silence any political leverage they try to use."

"Besides, the latest combat data shows that King Kai deployed a Champion-level Dracozolt and a Champion-level Noivern during the final standoff. The fact that Feng Che managed to cleanly neutralize him under those parameters proves his tactical thresholds are already far beyond a standard Elite."

Chief Sky's expression suddenly shifted into a look of deep regret. "It truly is a pity. Under normal circumstances, a record like his should have immediately qualified him to be deployed as a regional Champion. Unfortunately, the current Champion of that specific territory refuses to acknowledge reality. He clearly no longer possesses Champion-level capabilities, yet he stubbornly clings to his seat, refusing to abdicate."

"His political stubbornness has thrown that entire region into complete and utter structural chaos."

Julie let out a long, weary sigh. "There's very little we can do about that situation, sir. That Champion historically accomplished monumental achievements for his regional League and the World League as a whole during his prime. Until he commits an overt act of high treason against the League, we cannot forcibly strip him of his title without inviting severe backlash from our political rivals."

"Let it rest for now," Chief Sky decided, his eyes narrowing slightly. "If that boy Feng Che can successfully carve out an undeniable strategic achievement in the field, I will personally suppress the opposition's impeachment attempts and throw the full weight of my office behind him to secure his seat as that region's true Champion."

"As for Sabrina, we will deploy her to the Hoenn region. Elite Glacia is approaching retirement, and the Hoenn Elite Four currently lacks a dedicated Psychic specialist. Sabrina is the perfect candidate to stabilize their defensive line."

"The underground factions in Hoenn are growing increasingly volatile as of late. Our ecological satellites indicate that Groudon and Kyogre are beginning to stir from their deep slumber."

"Hoenn is rapidly transforming into a crucible of disasters. We must station exceptionally powerful Elites there to secure the territory."

Chief Sky finalized the decrees with a swift stroke of his pen.

"Those two children didn't let me down after all. This brings immense prestige to our Kanto region."

"However... it means I must begin vetting suitable candidates to inherit the Saffron and Viridian Gyms," the old Elite murmured to herself, her silhouette slowly dissolving into the deep shadows of the room.

"Superb. Both Feng Che and Sabrina have delivered flawless results. With this, the structural foundation for our Rainbow Rocket initiative can officially commence."

"Leader Giovanni," Matori adjusted her glasses, stepping forward with a folder of logistics reports. "If Feng Che and Sabrina are reassigned out of the Kanto region, their respective Gyms will become vacant. Those specific coordinates are critical operational territories for Team Rocket. If the League installs replacements who are overtly hostile to our syndicate, it could severely disrupt our expansion projects."

"Haha, Matori, you worry too much," Giovanni replied with absolute confidence. "The succession lines for those two Gyms will inevitably fall to individuals who are aligned with our interests."

"Agatha is not like that stubborn old fool, Goodshow. Right now, she is heavily invested in launching massive infrastructure overhauls to secure her political legacy. She cannot afford to have Team Rocket triggering structural disruptions across Kanto. To preserve the peace, she will naturally select successors who lean toward our faction to keep the balance."

Giovanni's eyes gleamed with a calculating, predatory light. I will utilize our political levers to ensure Sabrina's transfer to Hoenn goes through smoothly."

"Their true architect, Ghetsis, is a man driven by a ravenous, unyielding ambition."

"As long as Unova, Sinnoh, and Hoenn systematically fall under my sphere of influence, half of the Pokémon world will belong to Team Rocket. Giovanni's cold laughter echoed through the clean, metallic corridors of the fortress.

Back on Poacher's Island, the skies were still thick with smoke, but the feral roars of the Druddigon horde were finally fading. Under the relentless, coordinated assault of the World League's finest Elites and Gym Leaders, the rogue dragon legions were systematically subdued and secured inside heavy-containment Poké Balls.
