Lazarus's base attributes in Tier 4 were not too high, only around 300,000, not much different from Noah's under double burst, and lower than his own under full burst. However, the 20% Rank Suppression allowed Lazarus's four major attributes to surpass Noah's.
Moreover, one was base attributes, and the other was full burst; they were not the same concept at all.
