Chapter 133 - Standing in the Eye of the Storm

The storm came faster than anyone expected.

And colder.

Three days after Consort Shen was sent to the Cold Palace, the harem did not erupt in the chaos everyone had anticipated.

No crying.

No accusations.

Not even a single open discussion.

But the quieter things were—

the more dangerous they became.

Because silence meant only one thing:

someone was gathering forces in the shadows.

Early that morning, a document was delivered to the Food Administration Office.

The paper was flawless.

The seal was official.

The title sounded perfectly reasonable.

"Compliance Review Notice."

Qing Tian only glanced once at the signatures before understanding most of it.

The Shanggong Bureau.

The Ceremonial Office.

Jointly submitted by three senior consorts.

The reason stated was elegant and unimpeachable:

"Due to the expansion of the Food Administration Office's authority, its jurisdictional boundaries must be reassessed."

On the surface, it was procedure.

In reality—

it was institutional strangulation.

Chief Steward Li stood below the hall, already sweating.

"Director Qing…"

His voice tightened.

"If this review goes through…"

"All the accounts you investigated, the people you reassigned, the granaries you sealed—"

"Everything will be reopened."

He hesitated, barely daring to continue.

"If they redefine the Food Office as a domestic harem post again…"

He stopped.

But everyone understood the implication.

It would mean Qing Tian's authority would be stripped overnight.

Qing Tian only asked one question.

"How many days is the review period?"

Li froze.

"Three days."

Qing Tian nodded.

Her expression did not change.

"That's enough."

The moment those words fell—

everyone in the room felt a chill crawl down their spines.

Because whenever Qing Tian said "that's enough,"

it never meant surrender.

It meant she was about to strike.

Afternoon · Imperial Kitchen

The stoves were still burning.

But suddenly—

trouble began to appear.

Anonymous complaints surfaced.

—"The extra meal rations exceed the allowed ingredients."

Rumors spread quietly.

—"Director Qing is auditing accounts to place her own people."

Late at night, someone even slipped spoiled rice into the soup pot when no one was looking.

Everything happened in perfect sequence.

Too perfect to be coincidence.

What were they trying to do?

Create resentment.

Not attack Qing Tian's authority—

but destroy her credibility among the lower ranks.

Whispers began to circulate beneath the stoves.

"Are things going back to how they used to be?"

"They investigate and investigate… but we're the ones who starve."

"Has Director Qing… changed too?"

The voices were quiet.

But sharper than knives.

Wang Youcai had been released.

Not reinstated.

Only allowed to "assist with the investigation."

The moment he stepped back into the kitchen, the entire atmosphere froze.

He smiled in a strangely meaningful way.

"Director Qing."

"Managing things too tightly… invites bad fortune."

Everyone held their breath.

They all expected Qing Tian to explode.

But she only looked at him calmly.

No anger.

No argument.

She simply said:

"Tonight you will stand watch at the granary."

Wang Youcai froze.

The smile stiffened on his face.

That Night · Granary

Rain poured heavily.

Water streamed from the palace roofs in sheets, pounding against the stone ground.

The third watch had barely passed when lights suddenly appeared outside the granary.

Not one lantern.

A whole row of them.

Wang Youcai was about to shout—

but when he saw who was coming, his throat tightened.

Old cooks from the stove.

Water carriers.

Firewood porters.

Dishwashing maids.

One by one.

Standing in the rain.

None of them had umbrellas.

Yet not a single one stepped back.

Leading them was an old kitchen worker with a limp.

He slowly removed his bamboo hat.

His face was covered with soot and old scars.

His voice was hoarse—

but steady.

"Director Qing."

"We know someone wants to take our grain."

He paused.

Rain ran down his face.

"And we know who will starve when that grain disappears."

Silence fell.

The old worker pulled a sheet of paper from his chest.

It was soaked by rain—

yet carefully protected.

"These are the records."

"Who entered the granary at night."

"Who held the keys."

"Who replaced the seals."

Wang Youcai's face turned white instantly.

Qing Tian walked forward slowly.

She took the paper—

but did not open it immediately.

Instead, she raised her eyes and looked at the people standing in the rain.

Her voice was calm.

Yet it cut through the downpour.

"After tonight—"

"Let's see who still dares steal a single grain of rice."

She paused.

Her gaze turned cold as a blade.

"I won't send them to the Ministry of Punishment."

"I will send them directly to the Emperor."

The rain intensified.

But no one moved.

Not one person stepped back.

In that moment—

the lowest ranks had openly chosen their side.

That Same Night · Imperial Study

A secret report was placed on the Emperor's desk.

Only one sentence was written:

"Lanterns lit at the granary. The lower ranks have declared their position."

The Emperor read it.

His finger tapped the desk lightly.

A faint smile appeared at the corner of his lips.

"Good."

His voice was calm.

"It's their turn to panic."

Before dawn,

a new decree arrived at the Internal Affairs Bureau.

All compliance reviews were suspended.

The reason contained only six characters:

"A greater case is under investigation."

Granary Gate · Dawn

The sky was beginning to lighten.

Qing Tian stood there.

Completely soaked by rain.

Her clothes clung to her body.

Yet her posture was perfectly straight.

Wind swept along the palace walls.

The rain had not stopped.

And she knew—

her real opponent

was finally about to step out into the open.
