"Could you clarify exactly what that means?"

"It's very simple."
"Under normal circumstances, I won't interfere with any of your internal affairs."
"Everyone here knows that I hate people interfering with me—and I dislike interfering with others when things are normal."
"But if we enter a special wartime state, then any command I issue must be followed unconditionally."
"And you must cooperate with all your strength."
The representative frowned slightly.
"So during that period, we must hand over all authority? We would have no autonomy at all?"
Lucas leaned forward slightly and tapped the table with his fingers.
"Please don't play word games with me."
"Because I really don't have the patience for that."
"Let me clarify."
"When I issue a command during wartime, your responsibility is simply to complete the task."
"How you accomplish it is up to you."
"Every country and organization has its own command structure."
"I'm not foolish enough to interfere with the details of your internal operations."
"Unless absolutely necessary."
"Do you understand now?"
The representative nodded.
"I understand."
The other representatives also spoke.
"Yes. We understand as well."
Lucas asked again,
"So none of you have any objections to the first point?"
Everyone remained silent.
Even Nick Fury said nothing.
In truth, Lucas's proposal was already the most practical solution available.
Even S.H.I.E.L.D., which operated under the World Security Council, could not achieve this level of unified coordination.
Yet Lucas had already done it.

"Would you be willing to take on the project?"
Lucas shook his head immediately.
"That kind of business isn't handled by me personally."
"If you're interested, you can contact Saiyan Corporation directly to discuss the project."
Another representative spoke up.
"Mr. Lucas, what we actually want to ask about is the technology used to build New Los Angeles."
"Would you consider licensing or selling that technology?"
Lucas looked at the representative with a strange expression.
