This was Lucas's second major planetary purge plan after eliminating HYDRA.
The reason he had waited until now to launch it was simple.
First, he had not been certain whether Skrulls even existed in this universe.
If they did, he also needed to confirm whether the situation resembled the Secret Invasion storyline.
After extensive investigation—and especially after the AI Alpha was developed—massive data analysis finally confirmed the presence of Skrulls.

Only now did Lucas feel confident enough to confront the Skrulls directly.
