From the conversation between Suguru Geto and another Jujutsu Sorcerer, Yuki Tsukumo learned that Suguru Geto was also pondering this question.
So Yuki Tsukumo took the initiative to talk to Suguru Geto and discussed this issue with him.
Yuki Tsukumo proposed two methods to create a world where Cursed Spirits would not be produced: first, to remove human Cursed Energy, and second, to allow all humans to control Cursed Energy.
Although she believed the first case was excellent, after searching the world, she only found one instance of complete Cursed Energy removal, and that person was Zenin Toji, who possessed a reverse Heavenly Restriction, or Toji Fushiguro—the person who almost soloed Satoru Gojo and Suguru Geto a year ago.

Because in this world, only human resentment produces Cursed Spirits, while Jujutsu Sorcerers do not (except when a Jujutsu Sorcerer themselves dies and becomes a Cursed Spirit).
If all humans became Jujutsu Sorcerers, no curses would be produced.
Yuki Tsukumo's idea enlightened Suguru Geto, making him think of another method, which was to 'exterminate all non-Jujutsu Sorcerer humans!'
Yuki Tsukumo heard Suguru Geto's insane idea and did not rebuke him. She even thought that using fear and a sense of crisis to force non-Jujutsu Sorcerers to evolve into Jujutsu Sorcerers might actually be feasible, but she stated that she wasn't that crazy and couldn't do such a thing.
But Suguru Geto had it, and he wanted to put that insane idea into reality. Then, with the idea of wanting to create a world for Jujutsu Sorcerers where they are not persecuted by ordinary people, determined to kill all ordinary people who produce Cursed Spirits and create a paradise belonging to Jujutsu Sorcerers, he became a Special Grade Curse User.
Because of Geto Suguru / Suguru Geto's actions after becoming a Curse User, he was also given the title of "the most evil Curse User."
