Chapter 320 - Vol. 2 - Chapter 304: The Sun Golden Crow

"Well... since Yemu-sama is the king of our Rainbow Kingdom, how about Rainbow King?"

Dana thought for a moment, then was the first to tentatively offer her idea.

Yemu did not rush to decide. Instead, he looked at the others and asked,

"What about you?"

Aming's impression of Yemu descending from the sky that night riding a fire dragon was especially vivid, so he spoke up.

"How about Sky Flame Dragon King? The king of fire dragons who represents the sky!"

"That's really cool! It sounds powerful too!"

Everyone nodded in agreement.

But Yemu still was not quite satisfied.

"Anything else?"

Just then, Fes suddenly spoke.

"I actually have an idea. Since Yemu-sama's goal is to overthrow the World Government, and everyone has gathered here for that reason, I suggest that, at least in name, you should have a title with special meaning. One that corresponds to the Celestial Dragons, the so-called descendants of the Creator."

"Is that so? But what kind of creature could correspond to the legendary dragons?"

Dana murmured.

"Well..."

For a moment, no one knew what to say.

Yemu, however, suddenly thought of something and asked,

"Fes, what do you think about us creating a creature ourselves?"

"Creating one?"

Fes was taken aback by the answer.

Then Yemu waved his arm, and countless flames surged out from his body, carrying blazing light as they flew into the sky.

With a piercing cry, a three-legged firebird emerged from the flames. Its entire body burned with golden fire, and a seven-colored phoenix tail trailed behind it. It flew to the very top of the Rainbow Tree, then spun and transformed into a golden sun, with the golden firebird dancing within it.

The Rainbow Tree, which had fallen into darkness after losing the sun's light, absorbed the golden radiance and once again shone with brilliant, dazzling colors. Its light cut through the night and illuminated the entire world.

Not far away, in the port city, everyone who had not yet gone to sleep witnessed this miraculous sight.

The people beneath the Rainbow Tree were also stunned.

"What is that?"

"It's the divine bird of the sun as I imagined it. What do you think of using it to correspond to the Celestial Dragons?"

Fes's eyes lit up.

"That is an excellent choice. In that case, our Rainbow Kingdom now has both a flag and a national bird. Then, Yemu-sama, may I ask what this divine bird is called?"

"A name? Let's call it the Sun Golden Crow. From now on, it will be the divine bird of the sun that brings all light to our Rainbow Kingdom."

"The Sun Golden Crow... A good name. Then, Yemu-sama, will your title be King of the Golden Crow?"

"No."

At that moment, Yemu shook his head. He looked at the others with a trace of reminiscence in his expression and said,

"I suddenly remembered something... Before I came here, when I fought the great pirate Shiki the Golden Lion, I made him a promise. He told me that he hated this world. When the heir to a country's throne is decided at birth, that country is destined to rot and decay in the not-too-distant future. I promised him that in the country and the world I build in the future, I would never allow that fate to repeat itself."

Everyone froze. Fes seemed to understand something, and shock filled his eyes.

"So titles are unnecessary. I have no intention of becoming a king either. Starting today, our Rainbow Kingdom will no longer have a king or a Your Majesty, and you should stop addressing me that way too."

"Eh?!"

Everyone's faces filled with astonishment.

"Compared to my title, I think this Sun Golden Crow is far more compelling. It is like a totem, a will that brings light to a dark world like the sun itself. It can be passed down from generation to generation. What do you think?"

At that moment, everyone's eyes widened, as if they had been shaken by Yemu's words.

"Then... Your Maj... Yemu-sama, how should we and everyone else address you from now on?"

Modlin asked the key question.

Yemu thought for a moment, then finally gave an answer.

"From now on, everyone will address me as Grand President."

"Grand President?"

The title left everyone somewhat confused, but fortunately, Yemu explained.

"This title is connected to what I'm about to discuss, and it also relates to the third question. It concerns the future structure of our Rainbow Kingdom. I call it the 21-Division System."

"The 21-Division System?"

"That's right. The '2' represents government and the people, while the '1' represents the military. The military is the simplest. Simply put, it is the authority to control armed force, and that part will be independently controlled by the Sky Pirates, who represent military power. Government and the people will support each other. Government represents all authority in the Rainbow Kingdom aside from the military, including but not limited to national construction, the judiciary, and so on. The people represent the needs of each race. They can also be called representatives of public opinion, elected by the people to represent and reflect the interests of each race, with the power to supervise day-to-day administration. Government serves the people, and the people guide government. The 2 and the 1 remain independent of one another while checking and balancing each other, and the one who coordinates all three is the Grand President."

... It was not until the sky began to brighten that everyone finally left to return and rest.

They had discussed things passionately through the night and roughly refined the 21-Division System Yemu had proposed.

Then, for the first time, Yemu exercised his authority as Grand President and made simple assignments for several of them.

Fes, Modlin, and Gaos, who were better suited to administrative work, were assigned to government affairs. They would be responsible for commerce and industry, infrastructure, and agriculture on the island respectively. Dana and Aming became the first nominal representatives of the Harrot Tribe and Baterilla Island, responsible for gathering the needs and opinions of the island's new citizens and guiding government affairs.

At the same time, Yemu gave them the authority to build their own departments and appoint subordinates.

With that, at least in terms of government affairs, the Rainbow Kingdom could be considered to have begun moving onto the right track.

Although the overall structure was still rather rough and had many problems, the island's total population was only just over twenty thousand, about the size of a small town. A simple political system like this was enough to manage things for now.

Even if problems appeared, there would still be plenty of time to correct them.

After seeing everyone off, Yemu went to the rear of the Rainbow Tree.

A lone grave stood there, with two Meito planted above it. The name Shiki the Golden Lion was carved on the tombstone.

As dawn rose once again, the brilliant light of the Rainbow Tree fell over the grave.

Yemu looked up and saw that a Devil Fruit had already begun to take shape...
