The atmosphere was more oppressive and frigid than ever before. The Third Mizukage shut himself in his dim office, while rumors of the disastrous defeat at Bijiao Island and the humiliating peace treaty gnawed at his heart like vipers. The shame of failure, the hatred for Sunagakure—especially that brat who controlled the giant puppet and Pakura—and the gazes of the Elders, which seemed like admonitions but were actually accusations, almost drove him mad.
He could not accept that Kirigakure had fallen to such a state! He could not accept being seen as the mediocre Mizukage who had caused all of this! He needed a victory, a "feat" enough to shake the Ninja World, divert internal conflicts, and even restore his reputation!

Just then, hushed voices came from outside the door; it was the Kirigakure Anbu in charge of guarding her.
