It wasn't that the Fourth Raikage couldn't bleed.
But it all depended entirely on who beat them.
Losing to the Hidden Leaf or the Hidden Stone? That was standard. Even if they had lost to the current Sand or Mist villages, the rest of the world wouldn't have been entirely up in arms. After all, they were the Five Great Ninja Villages. Outsiders might not know the exact details, but everyone generally accepted that the big five had the sheer foundational power to trade blows.
But the Hidden Waterfall?
A mid-tier village.
And they had somehow crushed the Hidden Cloud in a straight-up, head-on collision. No grand conspiracies, no underhanded tricks. Just raw, overwhelming force.
How was that even possible?
When the news first broke, the smaller nations thought it was a hallucination.
Over in the Hidden Sand, the Fifth Kazekage, Baki, stood in silence for a long time before finally issuing a definitive order: pull all frontline troops back immediately.
Originally, Baki had planned to answer the Leaf's call to arms, sending a detachment to rendezvous with their forces. The Sand and the Leaf were still nominal allies, after all, and Baki had hoped to scrape some spoils off the top of the conflict.
The enemy had three Tailed Beast Jinchuriki.
The current Sand Village didn't have the muscle to make a play for the beasts themselves, but they could definitely cash in on other operational benefits—like increased mission shares. Baki had trusted that the Fifth Hokage, Tsunade, would throw her ally a bone.
That was the original plan.
But now, the Fifth Kazekage was backing down.
The raw power Menma and his Waterfall forces had just displayed far outstripped what the Sand could bring to the table.
Not to mention the Hidden Grass was backing them up.
Even if the Grass ninja were just there to pad the numbers, the combined momentum of that alliance was not something the Sand could afford to mess with right now.
Baki chose the path of self-preservation.
God only knew if they'd get entirely stomped if they joined the fray. The Sand couldn't afford to lose a single asset. Forget thousands of casualties—even losing a few hundred men would be a crippling blow to the village.
The Sand can't weather another storm... Standing before the massive floor-to-ceiling windows of his office, Baki stared toward the northeast and let out a heavy sigh.
Their inherent weakness forced his hand. He had to play it safe.
The exact same logic was being applied in the Hidden Mist.
When Elder Genji received the report of the Cloud's total defeat, a look of unprecedented, visceral shock washed over his ancient face.
He had already factored in the highest possible threat assessment for Menma's Waterfall-Grass coalition, but the cold, hard reality had completely shattered his expectations.
Especially the detail about Utakata—the Six-Tails—going toe-to-toe with the Cloud's Two-Tails Jinchuriki in open combat.
After a brief, heavy silence, Genji issued a new directive, sending it straight to Mei Terumi and Ao on the front lines.
The board had completely changed!
The Mist had to scrap their previous strategy immediately.
Should they still try to invade the Hidden Waterfall?
Absolutely not!
That wasn't even a choice they had the luxury of making anymore.
Weakened villages like the Sand and the Mist didn't have the freedom to act proactively. For them, surviving this turbulent period was the only objective that mattered.

As the true shot-callers of their respective villages, Baki and Genji saw the writing on the wall. Slamming on the brakes was the only right call. Bluntly speaking, both villages were struggling just to protect their own borders; launching an offensive was a pipe dream.
So, even though the Six-Tails represented the Mist's pride and tangible military power, faced with this apocalyptic threat level, Genji forced his village to stand down.
Upon receiving the order, Mei Terumi and Ao strictly and immediately halted their advance.
Taking risks was situational.
If there was a decent chance of success, you rolled the dice. But when the risks astronomically outweighed the rewards—when you couldn't even see a reward—you needed the self-awareness to step back.
Meanwhile, inside the Hokage Building in the Hidden Leaf.
"You have to let me go, Granny Tsunade! Menma is my brother! I know there has to be another way. I'll go out there and bring him back myself!!"
Naruto slammed the office doors open, his face flushed with frantic desperation as he shouted at Tsunade, who was seated behind her desk.

That was when Jiraiya had dragged him back to the village.
At first, Naruto thought he was just being sidelined for some other mission. But as the days dragged on, the radio silence started feeling incredibly sinister.
Tsunade had ordered a strict information blackout around him, but you couldn't easily hide the mass mobilization of the Leaf's military. Unless Naruto was completely brain-dead, he was going to notice something was up.
Tsunade never expected to keep him in the dark forever; she just wanted to stall for as many days as possible. When Naruto finally caught on and tried to force the issue, she deployed her last resort: a rotating detail of elite ANBU black ops monitoring him 24/7, with Iruka glued to his side as a personal chaperone.
All to ensure Naruto couldn't slip out of the village.
Tsunade had made her choice. She was going to use this opportunity to eliminate the threat Menma posed once and for all. Naturally, she couldn't let Naruto get caught in the crossfire.
Naruto had tried to sneak out several times, but he was intercepted at every turn.
He wasn't the overpowered demigod he would eventually become, and he couldn't tap into the Nine-Tails as a cheat code. While his raw talent put him at Jonin level, he still wasn't skilled enough to shake a dedicated ANBU surveillance team.
Left with no other options, Naruto decided to kick the front door in.
"Naruto, stop this nonsense. This is about the survival of the Hidden Leaf. It's not a game you can just jump into. Lady Tsunade and Lord Jiraiya are handling it. Just stay in the village," Shizune pleaded earnestly, stepping forward before Tsunade could say a word.
"I can't just sit here, Shizune! Menma is my flesh and blood. He's my mom and dad's kid! If he's making a mistake, it's my job to set him straight! Please, Granny Tsunade, let me go to the front!" Naruto said, shaking his head stubbornly. His voice was laced with ironclad resolve.
Just like his original timeline counterpart's obsession with Sasuke Uchiha, this timeline's Naruto had an even more unshakable fixation on Menma—his actual, biological brother.
Twelve years!
For twelve years, Naruto thought he was completely alone in the world.
It wasn't until last year that he found out he had a brother.
It was a bond that felt entirely different from what he shared with Jiraiya, Kakashi, or Iruka.
And that was exactly why he was so stubbornly determined to chase down that retreating figure.
"Even after he tried to kill you? Are you really going to hold onto this, Naruto?"
Tsunade set her pen down. She waved a hand to stop Shizune from speaking further, steepled her fingers beneath her chin, and stared gravely at the blonde boy.
During the battle at the Valley of the End, Menma's stance had been crystal clear.
Facing Kakashi, facing his own twin brother, Menma hadn't hesitated to go for the kill. Honestly, ever since that day, Tsunade had written the boy off.
It was only out of lingering guilt toward Minato and Kushina...
Out of a desire to protect Naruto... and out of blind trust in Jiraiya...
That Tsunade had stayed her hand and let it slide.
She had given Jiraiya and Naruto total autonomy, absorbing the immense political pressure from Danzo and the village elders.
It was a privilege only the Hokage could grant.
But now, she was revoking it.
The survival of the Leaf demanded it. Faced with the sheer military weight of Menma's faction, Tsunade had officially formally requested a joint military operation from the other major villages, including the Stone.
If the Leaf couldn't do it alone?
Then two, or even three villages would crush him together!
Tsunade was confident that a coalition could utterly dismantle Menma and Orochimaru's forces. As long as they successfully reclaimed the Nine-Tails, she didn't care about the collateral damage. That was her duty as the Fifth Hokage, as the granddaughter of Hashirama Senju!
She justified it to herself as a morbid compromise. Minato and Kushina had two sons. As long as she kept Naruto safe, she was honoring Minato's sacrifice.
That was why she would absolutely never let Naruto set foot on that battlefield.
She couldn't force the kid to watch his own brother get violently suppressed by a multinational hit squad. That was too cruel.
Besides, Tsunade had absolute faith in this joint operation.
There wasn't a single faction on earth that could survive a coordinated assault from three Great Ninja Villages.
Hearing Tsunade's icy absolute tone, Naruto froze. Memories of Menma's dead-eyed stare at the Valley of the End, and his ruthless, lethal strikes in the Land of Spring, flashed through his mind.
A shadow fell over Naruto's bright blue eyes.
If he was being completely honest, he still didn't understand how his brother could be so cold-blooded.
Was his hatred for the Leaf really that deep?
Naruto knew perfectly well that if his mother's spirit hadn't intervened that day, he would likely have died by Menma's hand.
But even so!
Naruto took a deep breath, forcing the darkness out of his eyes. He raised his chin, locking eyes with Tsunade with unyielding determination. "I know, Granny Tsunade. But I still have to go. It's my duty, and it's something I have to face myself. No matter how this ends, I have to be responsible for it. This is a problem between brothers! Please let me go. I'm ready for whatever happens!"
Naruto was still Naruto.
Even with a different last name, even with a different childhood, his core remained exactly the same.
He was a carbon copy of the original timeline's Naruto.
The undeniable manifestation of Asura's reincarnated chakra.
Looking at the boy, hearing the absolute conviction in his voice, Tsunade's sharp gaze softened into helpless affection.
He really is just like them... His silhouette perfectly overlapped with the ghosts of her past. She saw the indelible marks of the men she had loved and lost in his face. He was too similar. Way too similar.
That was why she favored him so much.
That was why she had given him the necklace she inherited from her grandfather.

She refused to watch a third person she loved die chasing an impossible dream.
So, she hardened her heart once more. She prepared to deny him again, planning to double the guard detail on him.
"Lord Hokage! Urgent dispatch from the front line!!"
Suddenly, a frantic, breathless voice echoed from the hallway outside.
"Huh?"
An urgent dispatch?
Tsunade blinked, her expression immediately darkening.
"Enter!" she barked.
"Yes, ma'am!"
A Leaf ninja threw the doors open and sprinted into the room.
He dropped to one knee. "Lord Hokage! A report from Lord Jiraiya! The Cloud vanguard has been utterly routed! The vast majority of their three-thousand-man force was wiped out by Menma Uzumaki's Waterfall troops! The Six-Tails and Seven-Tails Jinchuriki were both confirmed on the battlefield! The Fourth Raikage has been critically wounded by Menma Uzumaki, and the Two-Tails Jinchuriki has been captured! The surviving Cloud forces are currently retreating to the Lightning border under heavy cover to protect the Raikage! Here is the detailed casualty report. Awaiting your orders!"
The ninja fired off the report at breakneck speed, pulling a scroll from his vest and presenting it with both hands.
Shizune hurried over, snatched the scroll, and placed it on Tsunade's desk.
Her face grim, Tsunade grabbed the scroll, unrolled it, and skimmed the contents at breakneck speed.
Off to the side, Naruto stood completely paralyzed.
What?
Menma... won?
And he personally beat the Raikage? One of the Five Kage?!
Hearing the news, Naruto didn't even know what to feel. Shock? Relief? Or something else entirely?
