Around him, forty-six elevated seats formed three concentric tiers, each hidden behind opaque spiritual screens reinforced with Kidō. Numbers were inscribed upon each veil of light.
This was the highest judicial authority in Soul Society.

Raizen's eyes moved subtly.
Seats One through Ten were empty.
Seats Eleven through Forty-Six were occupied.
So the upper echelon does not consider this worthy of their presence.

"Eleventh Division Fourth Seat, Ito Makoto."
A stern voice echoed from Seat Seventeen.
"You were assigned to protective detail during the Noble Hunting Ceremony. Through failure of duty, nearly one hundred young members of the aristocracy perished."
The chamber vibrated faintly with the weight of judgment.
"Ordinarily, such negligence warrants expulsion from the Gotei 13 and permanent removal from service."
A pause.
"However"
The voice stilled.
From Seat Eleven, a woman's voice resonated, deliberately deepened by distortion Kidō.
"Taking into account your successful protection of Lady Kasumioji Asayuki, Head of the Kasumioji Family, this body has determined a mitigated sentence."
Raizen recognized the cadence instantly.
Asayuki herself.
So she sits as one of the Forty-Six.
"Effective immediately," the voice continued, "you are fined three hundred years' salary. Regardless of future rank within the Gotei 13, you shall receive no stipend for that duration."
Silence returned.
Raizen's expression did not change.
Three hundred years' salary.
A punishment designed for spectacle, not substance.
His gaze drifted briefly toward Seat Eleven.
Though the spiritual veil concealed her features, he could almost feel her faint amusement.
He had anticipated worse.
An accusation of collusion with a Menos Grande.
Charges of treason.
Manufactured evidence.
Instead
A controlled conclusion.
The matter would end here.
Publicly.
To accuse a Central 46 member of feeding lesser nobles to a Bakuyōtō?

"Fourth Division Vice-Captain Yamada Seinosukethrough dereliction of duty resulting in noble casualties, you are hereby removed from active service within the Gotei 13. Reappointment is prohibited."
The ruling sounded harsh.
But Raizen understood.
Yamada had already secured his transfer to the Shin'ō Reiyakuen within the Noble District. The expulsion merely formalized his exit.

The interior events remained obscured.

He tilted his head.
"I wonder if something like that could pass through the Shakonmaku surrounding Seireitei."
The Shakonmakuthe great defensive barrier protecting the Seireitei's perimeter.
"If it could," Gin continued lightly, "it might make a useful escape route someday."
Beside him stood Aizen Sōsuke, Fifth Division Captain.
He adjusted his glasses with a single finger.
His gaze lingered on the final recorded momentRaizen emerging from the collapsing barrier.
"What do you think transpired inside?" Aizen asked mildly.
Gin shrugged.
"If I had to guess… the Kasumioji Family was experimenting with Bakuyōtō again."
No reaction.
Aizen's voice remained calm.
"External amplification is a crude path to strength."
His eyes sharpened faintly.
"True power is cultivated internally. One reaches the limit of the soul… and then surpasses it."
"The Kasumioji pursue borrowed might. They mistake tools for transcendence."
A faint smile curved his lips.
"Rule-makers who believe themselves powerful are merely larger ants."
"And Central 46"
His gaze drifted upward toward the unseen chamber.
"are little more than bones reciting old laws."
Gin chuckled softly.
"Captain Aizen's philosophy is always so inspiring."
But his tone suggested he understood more than he revealed.
Later Eleventh Division Barracks
The Hollow incident was officially closed.
The narrative had been simplified.
Menos breach. Tragic casualties. Heroic resistance.
Raizen walked toward the Eleventh Division compound, unconcerned by the loss of three centuries of salary.
Those who authored that decree would not endure three centuries.
Near the gates, a frail figure waited.
Yano Masahiko.
Once dignified.
Now hollow-eyed and gaunt.
"Ito Fourth Seat," the old man said, voice trembling. "You were inside the barrier."
He swallowed.
"How did my granddaughter… Chie… truly die?"
Raizen was silent for several breaths.
"The Kasumioji Family has issued its statement."
His tone remained steady.
"She died during a Hollow incursion."
He emphasized the family name.
Yano lowered his head.
Understanding passed between them.
Without another word, the old man bowed deeplyand walked away, smaller than before.
Inside the Eleventh Division Hall
The atmosphere shifted immediately upon Raizen's entry.
At the center stood:
Zaraki Kenpachi
Kusajishi Yachiru
Madarame Ikkaku
Ayasegawa Yumichika
Ikkaku snorted.
"Well, if it isn't Vice-Captain of the Fourth Division."
Raizen blinked.
"What?"
Ikkaku tossed a sealed document toward him.
Raizen caught it.
Central 46 Seal.
Official Appointment.
Effective immediately: Ito Makoto reassigned to Fourth Division. Rank: Vice-Captain.
He stared at it.
Three hundred years' salary confiscated.
Promoted to Vice-Captain.
Political compensation.
Control disguised as reward.
Conveniently aligning with Yamada's "request."
So this was arranged.
Yumichika smiled.
"Little Ito, a promotion deserves celebration."
Raizen rubbed his temple.
"I've just been fined three centuries of wages."
Kenpachi rose from his seat.
Grinning.
"Oi, Ito."
His spiritual pressure rolled outward like a storm.
"You're leaving the Eleventh Division."
Steel slid partially from its sheath.
"Fight me before you go."
Ikkaku laughed, drawing Hōzukimaru halfway.
Yachiru clapped excitedly.
Raizen exhaled.
So this is the farewell.
The Next Morning Fourth Division Headquarters
Bandages wrapped his torso and arms.
Several ribs bruised.
Minor internal Reiatsu destabilization.
He had not held back.
Neither had Kenpachi.
Raizen stood before the serene entrance of the Fourth Division.
Sliding doors opened.
Captain Unohana Retsu regarded him with a gentle smile.
"Vice-Captain Ito," she said softly.
Her eyes lingered on the bandages.
"You appear… well-treated."
The faintest flicker of something ancient and dangerous stirred beneath her calm gaze.
"Would you like me to examine those injuries?"
Her voice was warm.
Kind.
And immeasurably sharp.
Raizen bowed.
"I would be honored, Captain Unohana."
In the Eleventh Division, strength was proven through blood.
In the Fourth
It would be measured by restraint.
And survival.
