Like the Profound Yellow, Fu Guang, and Daluo Worlds, the Qingming World was, both openly and secretly, dominated by the Celestial Court and heavily influenced by its rules.
The Celestial Realm Space-Time was not a unified whole.
Instead, it was divided in a tiered fashion into numerous Lower and Upper Realms. Only by reaching the pinnacle of Cultivation in a Lower Realm could one pass the lightning tribulation and ascend to an Upper Realm.
The entry ticket to the Three Thousand Dao States required a Nascent Soul, that is, Dharma Cultivation.

The first-ranked Dao State, home to the Infinite Daoist Palace of the Common Lord, required a Saint's level of Dao Practice. Native cultivators, who were born in the Wuji Dao State, were an exception.
