Chapter 307 - Displacement

The ceremony was small.

The occasion was not small. The public ratification of the Builder's Covenant as permanent civic law was, by any institutional measure, the most significant legal reform in the Dominion's four-century history. But because Rix had said: "No platform." And Dorren Kael had said: "No bunting." And Pella Caskrunner had said: "If there's bunting, I'm not coming." So the ceremony was held on the granite forecourt of the main square, with no stage, no amplification, no ornamentation beyond the city watch's standard ceremonial positioning (four officers, formal posture, witnessing protocol — not crowd control).
