The courier cylinder sat on her pack, unopened.
It had arrived with the morning rotation. A standard Ministry dispatch cylinder, routing stamp intact, wax unbroken. Standard acknowledgment protocol did not exist. Field operatives filed reports. The institution processed them. The operative was not informed of the outcome. That was the design. The field produced data. The center produced decisions. The two did not speak.
Lyss stared at the cylinder. It was not a response to her reports. It was a scheduled dispatch. New cipher rotation key, shift roster update, routine administrative traffic. Inside it, folded between the cipher sheet and the roster, she would find no mention of her four reports, no confirmation that they had been read, no indication that the institution had received the word URGENT and acted on it.
She did not open it.
