Circe actually pounced on him at that moment.
"Little Pigletlet~! You're so good~!" Her eyes had turned into hearts, seemingly in a state of tender affection.
"Pigletlet~! You're satisfied, but I'm not yet~!"
She moved eagerly.
Seeing her so proactive, Haruka Kasugano relaxed and let her continue.

As Kiritsugu Emiya had deduced, they chose one of the four major ley lines as their final base.
Gilgamesh selected the Civic Hall simply because he liked it.

Whether it was easy to attack or defend didn't matter.
Unlike other Servants who hid and waited for opportunity, he acted openly.
He deliberately released his magical aura—announcing to all Servants that he was here.
Standing atop the observation deck, overlooking Fuyuki's nightscape—
"Rider has come to challenge me!" Gilgamesh declared excitedly.
"Kirei, remain here. I shall accept the rebel's challenge!"
"If another Servant attacks and you cannot handle it, use a Command Seal to summon me."
"Though I detest being commanded, I grant you that right."
Kirei said nothing.
He merely nodded—his thoughts entirely on whether Kiritsugu would appear.
