If Jack hadn't appeared too early in the original timeline, with Dr. Genus's technical prowess, it would absolutely not be impossible to obtain samples of Dragon-level or higher Monsters—like Cosmic Fear Garou or Orochi—later on, and then modify and hand-craft equally monstrous powerhouses.
