Chapter 271 - Konoha’s Fifth Hokage [271]

If Natsuhiko's earlier proposal had merely been a moderate weakening of Konoha's clan-based ninja system, then what he was proposing now could only be described as an open declaration of war against it.

And he did not bother to sugarcoat his words in the slightest.

He directly stated that in the future, the only people qualified to attend meetings like this would be elected representatives—not clan heads.

What did that mean? It meant the clan system would eventually be completely replaced by a rank-based ninja governance system!

At that moment, only the clan heads who had always supported Natsuhiko remained calm. Everyone else was utterly stunned by the announcement.

The heads of the smaller clans stared at him in disbelief, their eyes filled with confusion.

Not only them—even Senju Shoma nearly shot to his feet.

But in the end, he restrained himself.

After all, the man sitting in the Hokage's seat was the true leader of the Senju Clan. More importantly, Natsuhiko was someone he had personally chosen to trust.

Especially after noticing that the Hyuga, the Uchiha—aside from Fugaku's faction—as well as the Inuzuka, the Nara-Yamanaka-Akimichi alliance, and the Aburame Clan all remained perfectly calm, he forced himself to settle down.

Those clans showed no signs of opposition, which meant they either already knew something or had found benefits for themselves within Natsuhiko's reforms.

Thinking of that, Senju Shoma quietly took a deep breath and remained silent.

He absolutely could not speak up.

As a member of the Senju Clan, if he openly questioned Natsuhiko now, it would deal a severe blow to the Hokage's authority.

If even the Hokage's own clan did not trust him, the consequences would be unimaginable.

And afterward, Natsuhiko would likely turn his attention toward the Senju Clan as well.

Shoma knew very well that Natsuhiko had never allowed clans to restrain him.

Back then, when he said he would act against clan members, he truly did it without hesitation.

He had moved that very night, personally finding the targets and even threatening to wipe out entire families if necessary.

Anyone facing methods like that would feel powerless.

As for the ordinary jonin, they were initially just as dumbfounded as everyone else upon hearing the news.

But soon after, expressions of shock and excitement appeared on their faces.

Only they themselves understood just how thrilled they truly were.

Because these reforms genuinely benefited civilian ninja.

The previous policy changes had already granted ordinary jonin unimaginable access to resources.

With those resources, their future growth would undoubtedly improve dramatically. Some might even reach levels comparable to clan ninja.

In terms of overall foundations and inherited techniques, they might still fall behind the major clans.

But when it came to sheer numbers, civilian ninja absolutely outnumbered clan ninja.

Even powerful clans like the Uchiha or the Hyuga would be fortunate to have around twenty jonin within a single clan.

Adding every clan together, the total number of clan jonin in Konoha was likely only around one hundred and fifty.

Meanwhile, Konoha had more than three hundred jonin in total, with over half originating from civilian backgrounds.

More importantly, the clans would never truly unite on every issue.

Civilian ninja, however, absolutely could band together for the sake of their own interests.

And if that happened, they would gain enormous influence within the village.

Natsuhiko's policies had effectively elevated civilian ninja to the same level as clan ninja in certain aspects.

He was raising the status of civilian ninja.

He was weakening the privileges of the clans.

He was narrowing the gap between ninja themselves.

"No wonder every jonin staying in the village was summoned here. Looks like those rumors were true after all. The Fifth Hokage really is planning massive reforms."

"And by allowing us to participate, that means we also have voting rights. If that's the case…"

At that moment, the gazes of every civilian-born jonin toward Natsuhiko were no longer merely passionate.

Because the young new Hokage, Natsuhiko, truly intended to elevate the rights and status of civilian ninja. Compared to the Third Hokage's methods, this approach was far more effective.

"That bastard... has he gone insane?" Beside Hiruzen, a middle-aged man finally failed to hold himself back and cursed in a low voice.

"Hold your tongue and keep your mouth shut," Hiruzen took a deep breath before quietly rebuking him. "And this matter is not entirely without benefits for us."

"Clan Head..." The middle-aged man looked at Hiruzen in surprise. "With policies like this, our clans—"

"Indeed, in the short term, the clans will suffer losses."

Hiruzen directly interrupted him and spoke calmly.

"But in the long run, his methods will allow the clans to survive for far longer and develop more steadily.

"Besides, with Konoha's resources being heavily directed toward the jonin class as a whole, the clans will also benefit to a certain extent. And once jonin gain such enormous authority, the clans will naturally be able to compete for even greater influence in the future.

"The Fifth Hokage is still ultimately a member of the Senju Clan. His reforms are meant to ensure that clan ninja can retain at least a slight advantage.

"Although clan ninja will face more competition in the future, don't forget that we already possess far more resources than ordinary ninja.

"From the very beginning, we stand ahead of them. As long as we invest more effort into training our younger generation, we can continue staying ahead of the majority.

"The Fifth Hokage wants Konoha to recuperate and cultivate more talent. In the future, there will definitely be reforms targeting chunin and genin as well.

"This benefits Konoha. It benefits clan ninja. And it benefits civilian ninja too. We should support it."

At this point, Hiruzen paused slightly. His gaze shifted toward Natsuhiko, who sat on the main platform, before he finally let out a faint sigh.

"And besides... our Fifth Hokage is absolutely ruthless."

His voice grew heavier as he continued.

"He slaughtered eight thousand Kumogakure ninja without leaving any room for mercy. The Fourth Raikage is currently missing, but there's a high chance he's already dead.

"And don't forget—when he acts within Konoha, he never shows mercy either.

"Also, do you know why he kept me by his side?"

"I-I don't know..." The middle-aged man was genuinely frightened by Hiruzen's words.

He had never imagined there were so many hidden layers behind Natsuhiko's policies.

But those hidden calculations were no longer important.

What truly terrified him was Hiruzen's description of Natsuhiko's ruthlessness.

"The reason he kept me here..." Hiruzen slowly closed his eyes, his expression filled with pain. His voice sounded unusually powerless at that moment.

"He said that my presence would keep him constantly vigilant. But there's no way I'd believe something like that.

"The real reason he keeps me by his side is likely because he wants me to personally raise the butcher's blade against those who oppose him..."

"Those people... who once followed me."

...

The destructive impact of Natsuhiko's policies was obvious to everyone.

The first conference held under his rule as Hokage continued all the way until nightfall before finally ending.

After Natsuhiko introduced his reforms, opposition immediately erupted from every direction, especially among the smaller clans, many of whom fiercely resisted the policy.

They understood clearly that opposing the new Hokage would likely place them directly under Natsuhiko's scrutiny and make their future in Konoha extremely difficult.

But they had no choice except to resist.

Because if they did not oppose it now, their future would become even worse.

Natsuhiko had never held much affection for people who lacked foresight like this.

And they were not wrong either.

Natsuhiko had already marked them in his mind.

Not all of these people belonged to Hiruzen's former political faction. After all, not every small clan had the qualifications to stand alongside Hiruzen in the past.

Take the Kurama Clan, for example.

It had to be admitted that they were once extraordinarily powerful.

Their genjutsu was capable of manipulating all five senses of a target through illusions.

Even the Uchiha might not necessarily have been able to achieve such mastery in genjutsu.

The Kurama Clan had once stood at the pinnacle of illusion techniques.

But their current condition truly made people lament the passage of time.

They no longer possessed the overwhelming strength or the terrifying abilities they once took pride in.

Therefore, during Hiruzen's administration, the Kurama Clan had never been important enough to become part of his inner circle. And now, under Natsuhiko, they similarly failed to attract much attention.

Since he did not value them, naturally he had no interest in communicating with them either. And their clan head clearly lacked foresight as well.

As a result, for the sake of their own interests, they chose to oppose Natsuhiko.

That genuinely irritated him.

Even if he had expected this outcome from the start, it still left him thoroughly displeased.

Aside from clans like the Kurama Clan, there was also Hiruzen's former political faction.

These people had completely abandoned any remaining illusions regarding Natsuhiko, the Fifth Hokage. Their stance was straightforward and absolute—

Unanimous opposition.

In their eyes, Natsuhiko had already stripped away their authority, and now he intended to take away the fruits their clans had spent generations building.

That was something they absolutely could not accept.

Nor could they tolerate it.

To them, this was no different from taking their lives.

Because of this, Natsuhiko encountered the greatest obstacle of his Hokage career so far—and this happened on his very first day in office.

In the end, he chose to have everyone present cast a vote, using the final tally to determine whether the proposal would pass and be implemented.

To be honest, the vote had been dangerously close.

Many civilian jonin chose to abstain under immense pressure.

It was not because they were unwilling to fight for their own interests.

Rather, the overwhelming strength and dominance clan ninja had maintained throughout the shinobi world for countless years had left an unforgettable impression on them.

That feeling was practically engraved into their DNA.

It was like how, in Natsuhiko's previous life, someone casually walking past their old school with a cigarette in hand would instinctively throw it away the moment they spotted a former teacher.

When facing opposition from clan ninja, many civilian ninja simply found it difficult to summon the courage to resist.

Especially when those people had once stood at the very top of Konoha's leadership.

Natsuhiko was somewhat helpless in the face of such circumstances.

But at the same time, it only strengthened his determination to viciously add more names to his "list."

If you insist on making me unhappy, then naturally I'll make you even more unhappy.

After all, the most important thing for a family is staying together neatly and completely.

Fortunately, some civilian jonin were still willing to stand up and resist.

More importantly, Natsuhiko also had the support of Konoha's core clan factions.

And unexpectedly, the Sarutobi Clan became something that made even Natsuhiko take notice—

They collectively chose to support him!

"Hiruzen Sarutobi really is an interesting old fox," Natsuhiko mused inwardly.

With their support, along with the votes from part of the jonin present, Natsuhiko's proposal finally passed by the narrowest of margins.

Even now, looking back on it, Natsuhiko could not help feeling emotional about the outcome.

If he had not changed the Uchiha Clan while serving in the ANBU, if he had not drawn the core clans to his side, and if he had not demonstrated overwhelming strength during the war against Kumogakure—

Then things would have been far more difficult.

On top of that, when dividing the benefits after the war, he had not neglected those clans either. Combined with the advance preparations made through Nara Shikaku, obtaining so much support had only become possible because of all those efforts.

As for the Sarutobi Clan's support, Natsuhiko had not understood it at first.

But after some thought, it no longer seemed all that surprising.

After all, Hiruzen Sarutobi—the old fox himself—was still within the clan.

Although age had caused him to become increasingly hesitant in many decisions, and although his ideals sharply conflicted with Natsuhiko's—especially regarding many of Konoha's policies—

There was one thing nobody could deny.

His political instincts were exceptionally sharp.

Perhaps because he had already lost everything and no longer carried so many burdens, he was finally able to calmly analyze the true purpose behind Natsuhiko's reforms.

Under those circumstances, it was perfectly normal for him to see through certain things.

Natsuhiko had never underestimated Hiruzen's political skill.

After all, the man had once been a truly legendary shinobi leader.

"I originally kept him around just to disgust him," Natsuhiko thought with amusement. "Who would've guessed he'd actually end up helping me instead? Hiruzen Sarutobi really is..."

At the thought of Hiruzen's actions, Natsuhiko genuinely found it somewhat funny.

No matter what, though, he would remember this matter.

Everything that had happened today was enough to leave a lasting impression on Natsuhiko.

But no matter what, this was still a good beginning.

With this foundation established, he could gradually push forward the things he truly wanted to accomplish.

Even if none of it would be easy, the hardest step had already been completed.

"What's left now is reforming and improving the welfare systems for chunin and genin... and finally establishing the full council system."

Natsuhiko silently murmured to himself, but soon his gaze turned cold.

"And during that process, there are some people that need to be dealt with as well. I'll take this opportunity to clean them out."

Since he had already decided to start crossing names off his list, there was no way he would delay.

Nor would he give those people time to prepare.

Besides, only after Konoha truly stabilized would he finally be able to pursue certain things he personally wanted.

Those matters were not related to the village.

They were related to himself.

Related to his Jōgan.

Ever since Hiashi Hyuga had sparked his interest in the Tenseigan, Natsuhiko had truly begun thinking constantly about those eyes.

Or more precisely, he had begun thinking about whether he could gain some benefit from them and further evolve his own eyes.

Natsuhiko knew quite a bit about the Tenseigan.

After all, he had witnessed Naruto and Hinata's love story in his previous life, and naturally he had also seen that supreme dōjutsu capable of rivaling the Rinnegan.

However, there were two major problems that gave him a headache.

The first was the location of that damn teleportation array.

Natsuhiko naturally knew the Tenseigan was located on the moon.

After Ōtsutsuki Hamura and his elder brother, the Sage of Six Paths, sealed away their mother, Hamura chose to remain on the moon.

In fact, the Hyuga Clan itself had very likely descended from the moon!

Natsuhiko even had a rather unreliable theory.

Based on Kaguya Ōtsutsuki's powers and bloodline inheritance, Hamura seemed to have inherited her abilities more completely.

Which meant Hamura's descendants were fundamentally closer to Kaguya herself.

In other words, the Hyuga Clan might actually be the most orthodox inheritors of Kaguya's bloodline.

Kaguya possessed both the Byakugan and the Shikotsumyaku.

Or perhaps, to someone like her, those abilities were simply basic innate powers rather than distinct kekkei genkai.

As the purest descendants, the Hyuga should theoretically possess those abilities as well.

Unfortunately, they seemed to have inherited only the Byakugan.

As for the power of the Shikotsumyaku, it had ended up within another clan—

The clan driven across the sea to the Land of Water by Uchiha Madara: the Kaguya Clan.

Sometimes Natsuhiko wondered if, a hundred years ago, some Hyuga had been unable to bear the infighting between the main house and branch house on the moon and simply fled down.

Then, over time, their two originally combined bloodlines had separated, eventually becoming the Byakugan and the Shikotsumyaku?

This idea was actually somewhat plausible, but without evidence, Natsuhiko could only speculate.

But regardless of whether it was speculation, Natsuhiko had already taken the last remnants of the Shikotsumyaku bloodline into his hands.

Even if this kid had never been reliable, and not a single bone he had given Natsuhiko had produced a seed, at least he was "hopeful for the future."

But even if the kid was hopeful for the future, his clan no longer existed. Natsuhiko naturally had no way to find any related materials.

Even if such materials existed, they had probably already been taken by Obito and Black Zetsu.

As for the Hyuga, Natsuhiko had even less hope. They had even completely forgotten about things like the Tenseigan.

Hyuga Hiashi had even come to him to ask about it, which made Natsuhiko even less likely to believe that the Hyuga knew anything.

Although Natsuhiko could try sneaking into the Hyuga Clan archives to search for information himself, the workload alone would be enormous. More importantly, if he left behind even the slightest trace, it would create a troublesome situation that would be difficult to explain.

After thinking it through repeatedly, Natsuhiko ultimately chose to give up on the idea.

And under those circumstances, he had no way to obtain the "ticket" leading to the moon through historical records.

Without a way to get there, all his thoughts were meaningless.

On top of that, there was another critical issue that left Natsuhiko deeply uneasy.

He had no idea how many of those fake Ōtsutsuki on the moon were still alive.

In the original story, only Ōtsutsuki Toneri remained in the end.

But how many years later was that?

If Natsuhiko remembered correctly, Naruto was already around eighteen years old by then. Otherwise, he would not have been able to marry Hinata.

Fifteen or sixteen years later, only Toneri remained alive on the moon.

But right now?

Natsuhiko genuinely had no idea how many were still there.

Without accurate intelligence, even he felt uncertain.

His strength had increased tremendously yet again, especially now that he possessed Yin–Yang Release.

But the problem was—

The enemy possessed a damn planet-destroying cannon!

Once that giant Tenseigan activated, the destructive power it could unleash was practically unimaginable.

After all, Toneri had nearly destroyed the moon itself in the original story.

Natsuhiko truly could not estimate just how terrifying the power of that massive Tenseigan really was.

But no matter how he looked at it, it certainly would not be weaker than Toneri's own Tenseigan.

Although Natsuhiko also possessed the Jōgan, it was still only in its earliest stage of development and had merely reached forty percent completion.

Trying to fight a fully matured Tenseigan—one that had likely undergone three complete awakenings—with his current eyes?

Even if the enemy lacked flexibility, Natsuhiko felt there was a high chance he would simply be blasted into dust.

With those two problems combined, he genuinely felt his scalp tingling.

Still, since he had mastered the Flying Thunder God Technique, he did feel that even if he truly went to the moon, he would still have room to maneuver.

At worst, he could leave his Flying Thunder God seal near the teleportation gateway.

The moment something went wrong, he could immediately escape back through the Flying Thunder God Technique.

That way, he would at least survive.

The only problem was that if he fled once, it would likely take an extremely long time before he could return to the moon again.

"Looks like this matter can't be rushed for now. But I should at least start preparing in advance. At the same time, the ANBU needs to search for similar teleportation arrays as thoroughly as possible."

Natsuhiko wanted to act immediately, but reality simply would not allow it.

Still, merely organizing his thoughts clearly was already a good thing.

There was an enormous difference between a vague idea and an actual structured plan with concrete objectives.

Moreover, Natsuhiko had suddenly realized something else.

If he truly went to the moon, then for the first time ever, he could fight without holding anything back!

"Wood Release, Yin–Yang Release, Sage Mode, the Jogan Chakra Mode, and everything else... if I can use all those powers freely, then things become very hard to predict."

Natsuhiko rubbed his chin thoughtfully.

He suddenly realized that going to the moon might not be a bad thing at all.

Because up until now, he had never once used his full power.

He had always been extremely careful about separating the identities of his various "masks."

That was both a good thing and a bad thing.

The good side was obvious—his true identity would not be easily exposed.

But the downside was equally clear.

He had never truly adapted to unleashing all of his power at once.

If he really found a way to reach the moon this time, then he could finally attempt things he had never dared try within the ninja world.

"When I think about it that way... it's actually pretty exciting."

Natsuhiko narrowed his eyes slightly before lifting his head to look toward the faint moon hanging in the night sky.

After a long while, a smile slowly appeared at the corner of his lips.

Inside the Hokage's office, Natsuhiko sat reading the reports in his hand.

These documents had all come from the ANBU. Kakashi had specifically selected the more important matters for him to review, especially intelligence regarding Kumogakure.

Ever since the jonin reform conference ended, nearly half a month had already passed.

Although various issues arose during the departmental integration and personnel restructuring, most of them revolved around the redistribution of authority and staff transfers. As a result, quite a few people lost their positions.

And many of those people just so happened to belong to the clans opposing Natsuhiko.

Once they gathered together in resistance, trouble naturally followed.

Fortunately, with the coordinated efforts of the ANBU and the Military Police Force, those people either quickly quieted down or were simply thrown directly into Konoha's prison.

It took an entire week for Konoha to fully complete the integration process.

After that, another week passed before the village's administrative system finally resumed basic operations.

Truthfully, such massive restructuring would have been extremely troublesome without cooperation from capable personnel.

Luckily, Konoha's talent reserves were still more than sufficient.

Although Hiruzen Sarutobi had made the administrative structure so complicated that it gave Natsuhiko headaches—all for the sake of consolidating his own authority—he had never neglected talent cultivation.

Because of that, even after Natsuhiko reassigned so many people and removed numerous officials from their posts, he did not need to worry about Konoha's administration collapsing.

Still, this restructuring had nearly exhausted Konoha's available pool of capable personnel.

As a result, the next issue Natsuhiko had to face was talent development.

That was precisely why he felt reforms for chunin and genin needed to begin soon as well.

Of course, before that happened, he still needed to observe the effects of the jonin reforms first.

And more importantly, there were certain matters—and certain people—that still had to be dealt with beforehand.

"Sora, go bring Department Head Shikaku and the Third Hokage here."

After studying the report in his hand for a moment, Natsuhiko calmly spoke to Sora beside him.

"Yes, Hokage-sama." Sora revealed a faint smile before immediately turning and leaving the office.

After officially taking over the Hokage's office, Natsuhiko had very quickly copied over the ANBU's operational structure almost entirely.

At the same time, he officially upgraded the Secretariat into the Secretariat Department.

However, for the moment, it was not counted among Konoha's eight primary departments.

Instead, Natsuhiko temporarily classified it as a direct subordinate department under the Hokage's office, and for now, it would maintain minimal contact with outside departments.

Still, Natsuhiko firmly believed that sooner or later, the Secretariat Department would become Konoha's ninth major department.

After all, the responsibilities held by secretaries were incredibly important.

Back then, Natsuhiko had originally considered establishing the department immediately as a fully independent branch.

But after careful consideration, he realized that nobody else would truly understand how to control and manage such a department properly.

That was why he had temporarily postponed the idea.

And right now, another major problem stood before him—

The Secretariat required a huge number of talented personnel.

Among those people Natsuhiko had forced out of office, some could naturally be reassigned and re-employed elsewhere.

Others would need to be adjusted based on specific circumstances.

As for the rest...

They could prepare to leave together as one complete and harmonious family.

Aside from the Secretariat Department, Natsuhiko was also considering formally establishing a Logistics Department.

He was even thinking about creating a Taxation Department as well.

At present, logistical matters remained directly under Natsuhiko's control.

In other words, the Hokage personally held complete authority over logistics.

But Natsuhiko understood better than anyone just how critical logistics truly were.

In his previous life, even his homeland had suffered heavily from logistical shortcomings during its war against the United States.

Of course, there had been unavoidable reasons back then.

The country had been poor, and its technological capabilities were limited.

But the Konoha under Natsuhiko's control did not face those kinds of problems.

At the very least, this world lacked the overwhelming concept of absolute air superiority.

That meant Natsuhiko had plenty of opportunities to properly develop Konoha's logistical systems.

Having personally participated in the war between Konoha and Kumogakure, he was far from satisfied with Konoha's current logistics coordination.

Still, he also knew this matter had to be handled gradually.

At present, logistics remained under Natsuhiko's direct leadership while requiring coordination between the Administration Department and the Finance Department.

Inventory management belonged to the Finance Department.

Distribution and allocation, meanwhile, fell under the Administration Department's responsibilities.

The entire arrangement was incredibly cumbersome.

Establishing a dedicated Logistics Department would solve many of those issues immediately.

However, doing so would inevitably divide authority further.

Natsuhiko personally did not care much about that.

But he still needed to consider how the people he had only recently appointed as department heads would feel about it.

Moreover, Natsuhiko currently did not have enough capable personnel to manage those matters anyway, so both issues would need to be considered carefully over time.

The same problem applied to the proposed Taxation Department.

And compared to the Logistics Department, the Taxation Department posed an even greater problem—

It would once again heavily infringe upon the Daimyō's interests.

Natsuhiko was already treating the Daimyō like a pig waiting to be slaughtered.

But once taxation entered the picture, it would essentially mean stripping away even the last remnants of the Daimyō's dignity.

At present, Konoha already controlled military affairs, political affairs, diplomacy, and half of the village's economic authority.

And with the emergence of newspapers, it was easy to predict that cultural influence would eventually fall entirely under Natsuhiko's control as well.

Once he extended his hand into taxation, however, it would mean seizing complete control over the economy too.

At that point, the Daimyō would truly have nothing left except the title itself.

Natsuhiko was not afraid of the Daimyō.

To be more precise, he had never placed the Daimyō in his eyes at all.

But for now, he also had no intention of making a ruthless move against him yet.

A road had to be walked one step at a time.

A meal had to be eaten one bite at a time.

Pushing through the jonin reforms had already been an enormous leap forward.

The fact that everything had not completely exploded was only because Natsuhiko's methods were effective—and because he was ruthless enough to carry them out.

Of course, part of the reason was also because he needed the support of more jonin as quickly as possible.

If he had been older, he could have competed with Minato Namikaze for the position of Fourth Hokage.

Then, during Minato's time, he could have slowly begun reforms starting from the genin level before gradually advancing toward the jonin system.

But Natsuhiko did not have that luxury.

That was why he acted directly.

That was why he chose to cut straight into the jonin class from the very beginning.

It was an extremely risky move.

But it was also an incredibly valuable one.

However, by skipping over the long process of talent accumulation, Natsuhiko now had to confront the issue of cultivating talent himself.

Without enough capable people, how could he continue pushing forward with his plans?

"What a damn mess... There's still so much waiting for me to clean up."

Natsuhiko rubbed his temples lightly.

At that moment, Nara Shikaku and Hiruzen Sarutobi entered the office together.

Natsuhiko quickly adjusted his mood and lightly gestured for the two of them to sit down.

Once both men took their seats—one wearing a puzzled expression while the other remained respectful—Natsuhiko finally pulled out a list.

At the same time, he signaled to Sora to begin recording.

Recording the Hokage's words and actions was one of Natsuhiko's small innovations.

Of course, if the information involved excessively sensitive secrets, he could still choose to destroy the records afterward.

"I called the two of you here because there's something that needs to be handled."

As he spoke, Natsuhiko handed the list in his hand over to Hiruzen before leisurely continuing,

"Take a look at the people on this list, Third Hokage. The names I've crossed out... find an opportunity and deal with them."
