"No medical station."

He paused.

"You survived."

He looked around the room.

"I built stability."

Not pride.

Truth.

A woman in the back spoke:

"And we're grateful."

He nodded.

"But gratitude does not erase risk," Elias said.

Daniel didn't react emotionally.

"Correct."

He turned slightly, activating holo-map projection.

"Awakened factions are mobilizing."

"If we stop expanding, we plateau."

"If we plateau, we become predictable."

"And predictable structures fall."

The room went quiet.

He softened slightly.

"I am not expanding for ambition."

"I am expanding so no child in this district ever returns to hiding in silence."

That landed.

Then he added calmly:

"If any of you believe you can maintain this grid without forward stabilization…"

He gestured outward.

"…I will step back."

Silence.

Nobody spoke.

Not because of fear.

Because they understood.

Daniel inclined his head.

"Accepted."

The captain studied him carefully.

He considered carefully.
