The transition began in the coastal territories—far from the warehouse command center, in regions where Marcus's infiltration had been most successful and Nova's governance most recent. The operatives who had been managing trade, security, and community relations simply announced that their loyalty had always been to Marcus rather than the organization's official leadership.

"We serve canine self-determination," the coastal coordinator declared via public broadcast that was simultaneously defiant and carefully measured. "We reject partnership model that compromises our autonomy for human approval. We support Marcus's vision of governance by dogs, for dogs, without apology or accommodation. Effective immediately, coastal territories are under alternative administration that recognizes Marcus as legitimate authority."

The announcement triggered immediate chaos—some operatives expressing shock that their colleagues had been infiltrated, some expressing relief that they could finally acknowledge their own secret allegiance to Marcus, some scrambling to determine which governance they actually served.

Nova watched the territorial maps shift between her governance (green) and Marcus's alternative (red), seeing the organization literally divide before her eyes. You could acknowledge his tactical victory, negotiate terms for peaceful partition, preserve the parts of the organization that still support your governance while letting him take the territories that prefer his alternative. That prevents civil war even if it means admitting defeat."

Nova looked at the maps showing her organization fractured, her authority contested, her governance rejected by territories that had once been loyal. She thought about Jackie's approach—how he would have prevented this through covert action, eliminated Marcus years ago, maintained operational security that prevented infiltration.
