The Sea Dragon had previously consumed the Mutated Liquid and gained control over the size of its body. When Astaroth devoured it, he inherited that ability as well.

Now, after Arthur gave a portion of that liquid to Regia, the latter became capable of controlling the size of his body, while also changing his appearance using the same technique that had previously been used on Kyou.

Selner spoke hesitantly:
