In accordance with the directives of the Central Committee of the International Communist Party, the Department of Revolutionary Export hereby submits the following report regarding the organizational status and developmental progress of regional communist parties as of January 1016.
The Communist Party of Victoria has currently secured approximately 300,000 members. It has established a formidable bastion of 110,000 cadres centered in Birmingham, the heart of the revolution.
Our influence is gradually expanding into the neighboring estates and cities of the feudal nobility.
As the site of the International Communist Party headquarters, this region organically integrates central command with autonomous practice. Our strength is built upon a robust propaganda and education system, an extensive network of trade unions, and the support of the passionate, unified masses of the Infected.
Theoretical texts and propaganda materials are being printed and distributed in massive quantities; consequently, the pace of party expansion within Victoria is steeper than in any other region.
Furthermore, the delicate tension between Count Archibald and the Royal Court serves to suppress direct crackdowns from the central authorities. Particularly within the Earldom, including Birmingham, the Count's sheer incompetence has inadvertently failed to place any meaningful constraints on the expansion of our movement.
The Communist Party of Columbia has grown to a scale of roughly 30,000 members, including cadres and their families. However, within the context of colonial oppression and structural limitations, central control remains fragile. Ideological leanings toward the Liberty League are currently manifesting with significant strength.
To rectify these tendencies, it is imperative that we dispatch an Administrative Advisory Group to expand the influence of Unified Communism and enable the Columbian Central Committee to engage in systematic and organized activities.
By actively leveraging the grievances of Sarkaz migrants, the Sarkaz masses have come to form the backbone of the party's paramilitary wings. We also maintain a strategic alliance with certain secessionist factions.
The Department of Revolutionary Export continues to support the strengthening of their organizational capacity by consistently supplying educational and propaganda materiel, including printing presses, machine tools, and literature.
The Communist Party of Iberia is the most vigorously developing organization outside of the Victorian Empire. The establishment of the National Confederation of Trade Unions under the Liberty League has been officially ratified by the Central Committee.
Relying on a foundation of radicalized intellectuals and a vanguard proletariat, they are consolidating the Liberty League's base. Plans are currently being drafted to leapfrog their organizational capacity through the support of massive quantities of books and educational resources.
If the gold of Iberia flows into our coffers, our precarious financial instability will be completely resolved.
The Communist Party of Ursus remains under limited contact due to the wretched conditions of the region, the draconian surveillance apparatus, and the heightened tensions between Ursus and Victoria. Nevertheless, membership is estimated to exceed several thousand cadres.
The movement maintains a steady growth trend, centered particularly on the peasantry suffering under the brutal exploitation of the feudal nobility and the industrial proletariat of the capital. Political propaganda advocating for the abolition of Oripathy-based discrimination possesses a powerful resonance in this local climate.
The Department of Revolutionary Export seeks to foster ideological tempering and increased organizational capacity in this region through the steady supply of educational literature and materials.
According to recent communiqués, the Communist Party of Gaul, the Communist Party of Bolivar, the Communist Party of Sargon, the Laterano People's Party, the Communist Party of Siracusa, and the Kazimierz People's Party have all surpassed the 1,000-member threshold and completed their formal establishment.
The Communist Party of Gaul is actively pursuing initial organization based on the urban working class. They have adopted a platform that thoroughly critiques the contradictions of the aristocratic system and the agrarian-intensive economic structure.
The Communist Party of Bolivar represents an anti-feudal line centered on miners and peasants, though their organizational cohesion and discipline are currently assessed as deficient due to geographical fragmentation.
The Communist Party of Sargon maintains a loose organizational network while attempting to strengthen ties with the Center. However, at present, they have failed to establish a clear agenda or strategy for the struggle.
In particular, given the unique environment of Sargon, their failure to extend organizational influence into the jungle regions is analyzed as an unavoidable reality.
The Laterano People's Party has established itself as a political organization with egalitarian and anti-feudal leanings, combining the support of the lower urban classes with segments of the clergy.
The Communist Party of Siracusa is gradually expanding its support based on the aspirations of workers and intellectuals who seek a fundamental overthrow of the criminalized social structure.
However, due to the overwhelming power dynamics of the 'Family' syndicates, it appears that several prominent local communist cadres have disappeared, only to be found as corpses several days later.
Finally, the Kazimierz People's Party has raised the banner of dismantling serfdom and abolishing the feudal nobility. They have laid their foundation through the union of radical factions within the Knight Orders and the peasantry.
Nevertheless, it is assessed that these national parties currently lack the capacity to organize systematic sabotage activities, let alone a revolutionary level of mass struggle.
The Department of Revolutionary Export is carefully reviewing these regional characteristics and developmental stages. We are expanding and formulating indirect support plans across various sectors—including education, medicine, armaments, and propaganda—to simultaneously ensure ideological unity and the formation of independent capabilities within each branch.
Through these efforts, we will dedicate ourselves to ensuring that the Communist Party of every region becomes a true vanguard of the revolution to liberate the people.
An end to injustice! Freedom for the people! Glory to the Revolution!
— Philip Raymond, People's Commissar of the Central Faction of the International Communist Party Central Committee, Deputy Director of the Department of Revolutionary Export, and Director of the International Department of the Victorian Communist Party Central Committee. 02.05, 1016
