Because two figures still stood there.
In the middle of the deserted street.
A blue-haired boy in a black uniform.
And beside him—
a blonde girl with twin buns, dressed in a sailor-style school uniform.
The boy held the girl's hand calmly.
Both of them stood still like rocks in the middle of the tide.
Why didn't they run?
Had fear frozen their legs?
Had they simply lost their minds?
Of course not.
The real reason was much simpler.
In their eyes—
the giant shark-headed villain wasn't frightening at all.
Yes.
Those two figures were Shigaraki Tomura and Himiko Toga.
Originally, Shigaraki had planned to stroll through N City with Toga and visit Kanzaki Middle School.
Maybe even reconnect with his "classmates" a little.
But before they had even properly entered the city—
they had encountered this chaotic mess.
Shigaraki stared at the rampaging shark monster in the distance.

He scratched the back of his head with visible annoyance.
