Chapter 105 - This Man Is Extremely Dangerous

Noticing the recognition on several heroes' faces after Muscular's image appeared on the screen, Tsukauchi Naomasa gave a slight nod and continued.

"Based on the civilian report we received yesterday, we retrieved surveillance footage from the shopping center in question."

He gestured toward the monitor.

"And after verification, we confirmed that the suspicious individual seen there was indeed Muscular."

The footage paused again on the scarred man's face.

Tsukauchi's tone grew colder.

"To avoid alerting the target and repeating what happened during the Izumizawa incident, we deliberately chose not to act immediately after confirming his identity."

At the mention of the married hero couple who had died capturing Muscular years ago, the atmosphere in the room dimmed slightly.

Instead, Tsukauchi continued calmly,

"We waited."

"Over the last twenty-four hours, we maintained covert surveillance while coordinating this operation in secret."

"We also requested support from the Public Safety Bureau and assembled the personnel currently present in this room."

His gaze swept across the gathered heroes.

"The objective is simple."

"When we move…"

"We end this in one strike."

The confidence in his voice was obvious.

"Based on current observations, Muscular and his accomplice still haven't realized their location has been exposed."

"They also haven't noticed that a capture operation has already been arranged around them."

"In other words…"

Tsukauchi adjusted his glasses slightly.

"At this stage, our advantage is overwhelming."

"All we need now is timing."

Then he let out a faint sigh.

"Though unfortunately, I only had one day to prepare."

A trace of dissatisfaction appeared on his face.

"If I'd been given more time, I could've sealed off every possible route completely."

"No exits above ground. No exits underground."

"A perfect encirclement."

"One where surrender would've been their only remaining option."

Silence filled the room for a second.

Several heroes exchanged subtle glances.

and he still sounded dissatisfied.

All Might looked at his old friend with open disbelief.

"That's already more than enough," All Might said, shaking his head. "Organizing something this large in a single day is impressive."

"You're being too strict with yourself."

"It's nothing special. Just my job."

"And this operation wouldn't exist without the cooperation of everyone here."

Then his expression became serious again.

The mood inside the room tightened immediately.

"Everyone."

His eyes swept across the gathered heroes one by one.

"This is not a routine arrest."

"We are not dealing with petty criminals."

His voice hardened.

"These are individuals with multiple murders attached to their names."

"So stay alert."

"And do not underestimate them."

Then his gaze shifted back toward the screen.

"Especially this man."

At his signal, the footage changed.

This time, the face on the monitor wasn't Muscular's.

It belonged to another person.

Blue hair.

Sharp eyes.

A faint smile that carried an almost mocking edge.

The footage showed him walking through the shopping mall corridor before suddenly lifting his head toward the surveillance camera.

The frame froze there.

For a moment, the room fell strangely quiet.

Because the look in his eyes was unsettling.

It didn't feel like someone being recorded.

It felt like someone looking back.

Like he knew he was being watched.

Like he found it amusing.

Several heroes frowned instinctively.

Even through a screen, the expression made people uncomfortable.

Tsukauchi allowed the silence to linger before speaking again.

"This man…"

His voice slowed slightly.

"…is extremely dangerous."

One of the heroes frowned.

"Dangerous how?"

Tsukauchi nodded.

"All of you already know Muscular did not escape on his own."

"He had outside assistance."

He tapped lightly against the screen.

"This blue-haired individual is the one responsible for orchestrating the prison break."

"The accomplice."

"And the reason the prison staff failed to realize Muscular had escaped until an entire day later."

The atmosphere shifted instantly.

More serious.

More focused.

Because everyone present understood what that implied.

Until now, many had assumed internal corruption or negligence inside the prison.

But this explanation changed things completely.

This man had infiltrated a high-security prison environment, manipulated the situation from within, and neutralized the entire response system without immediately exposing himself.

That alone made him dangerous.

Tsukauchi observed the room briefly before continuing.

"Name: Tsuki Sengen."

"Quirk classification: Illusion-type."

"He possesses the ability to create mental interference domains capable of trapping targets inside fabricated scenarios and severing their awareness of reality."

Several heroes' expressions changed slightly.

Mental-type Quirks were always troublesome.

Tsukauchi continued calmly,

"According to current intelligence, activation becomes possible once visual contact is established."

That statement alone caused multiple heroes to unconsciously narrow their eyes toward the screen.

Then Tsukauchi added the most important part.

"And there's something else."

His tone grew heavier.

"During our investigation, we uncovered evidence suggesting this individual possesses ties to the chaos era before modern hero society stabilized."

"He appears to be a follower…"

Tsukauchi paused briefly.

"…possibly even a fanatic…"

"…of the man who once stood at the center of that era."

Nobody needed clarification.

The meaning was obvious.

Several heroes' expressions hardened immediately.

Even All Might's gaze sharpened slightly.

Tsukauchi folded his arms.

"In other words, this is not merely a support-type criminal assisting Muscular."

"This is someone ideologically aligned with destruction itself."

"And people like that…"

His eyes turned cold behind his glasses.

"…are the most dangerous kind."
