If he went to the High School DxD world, he would need to bring an army. That world was populated with gods and devils, and if he was not playing a conquest game, there was not much worth going for.
Even the Red Dragon God Emperor was just a small fish in Kaito's current estimation.
Perhaps Tenchi Muyo! War on Geminar should come first. After all, mechs! Even if he did not pilot them himself, they would make fine additions to a collection.
On top of that, he might be able to reverse-engineer his way to the Tenchi Masaki universe from that world, which had interstellar battleships.
After all, as the famous saying went: our journey is to the sea of stars!
Thinking of this, Kaito gritted his teeth, stomped his foot, and decided.

(T/N: Basically MC is isekai'd to this world, and can pilot mechs which is very rare. Also he is like the brother of 3 goddesses so kind of an OP human. Then the normal kindness+saving beauties)

Having made his decision, Kaito called to Izayoi Sakuya behind him.
"Master!"
"How is the Army reorganisation coming along?"
Kaito was thinking about visiting the High School DxD world after this, and wanted the reorganisation wrapped up before he left.
It was time to boost the Navy's combat strength again. More precisely, the entire Jura-Tempest Federation's strength needed another lift.
He was now holding over seven million souls, and those would not grow on their own like bank interest if left sitting idle.
"Shall I call Benimaru over? The Army reorganisation is largely complete."
Kaito thought for a moment and decided against it.
"No need. I'll go take a look myself. I have nothing else on."
"Yes!"
Inside the military conference room at that moment, a group of senior officers were locked in a heated exchange.
"Zephyr, I have put up with you long enough!"
"Whose fault is it that I ended up as Air Force Fleet Admiral?!"
"Now I'm simply asking for a share of the first batch of graduating cadets, and you won't give me a single one!"
Sengoku slammed the table.
Zephyr, facing the accusation, took a calm sip of tea and replied unhurriedly.
"Your Air Force only has one legion. How many people could you possibly need? Just pull some from the Navy. That should be more than sufficient."
Before Sengoku could respond, Sakazuki, in full Fleet Admiral uniform and smoking a cigar, cut in with a flat expression.
"I disagree. He takes no one from the Navy."
"Sakazuki, I was the former Fleet Admiral!"
Sengoku's rage peaked.
"You said it yourself. Former. I am the current Fleet Admiral."
Sakazuki exhaled a steady puff of smoke and said it without ceremony.
"I @#$%^%..."
Everyone in the room stared, speechless, at Sengoku's sudden transformation into a fully unleashed torrent of language.
Who would have thought that the dignified "Tactician" would ever look like this.
"Ahem, Sakazuki. Why not spare a few Vice Admirals for Sengoku? The Navy has no shortage of generals."
Benimaru looked at Sengoku's sorry state and gently suggested.
"Since the Commander-in-Chief has spoken, I will release five Vice Admirals. Consider it charity for an elder."
Sakazuki inclined his head toward Benimaru and conceded five Vice Admirals.

"Does the Navy have any objections to the current reallocation of some personnel to the Army?"
Benimaru looked earnestly at the Navy officers seated on the left side of the conference room.
"No objection whatsoever. We will cooperate fully with all arrangements."
Sakazuki, as Fleet Admiral, answered immediately.
"None here either."
"Nor here."
Once Sakazuki had agreed, Aokiji, Kizaru, and the others fell in line without hesitation.
"Good. Then allow me to confirm the final organisational structure of each branch."
"The Army has ten legions, totalling one hundred and fifty thousand personnel. Army Fleet Admiral is Kyojuro Rengoku, with three Admirals and fifteen Vice Admirals under him."
"The Navy has ten legions, totalling one hundred and fifty thousand personnel. Navy Fleet Admiral is Sakazuki, with three Admirals and fifteen Vice Admirals under him."
"The Air Force has one legion, totalling fifteen thousand personnel. Air Force Fleet Admiral is Sengoku, with one Admiral and five Vice Admirals under him."
"Pfft! Sengoku, you really are the stepchild of the operation."
"Kaito-sama!" *n
Everyone turned toward the laughter. Seeing Kaito, the whole room rose and saluted.
"Hahaha! At ease, everyone. I just came to have a look."
"I knew the Air Force only had one legion, but I did not expect only one Admiral. And it is that completely unreliable Garp, at that!"
Hearing Kaito's words, Sengoku's face wore an expression of absolute, bone-deep helplessness.
